- Description
- This is a notice of intent to negotiate a sole source fixed price contract with San Jose State University. The purpose of the proposed procurement is to fill the requirement for krill demography and zooplankton composition studies to be accomplished during a research cruise in the Antarctic region during the months of January ? March 2005. The objectives of the studies include: (1) description of the population structure and biological characteristics of krill collected throughout the proposed Antarctic study area; (2) interpretation and correlation of krill data with information on phyto-plankton biomass, primary production, circulation pattern, and water mass boundaries; (3) identification of macro-zooplankton and micro-nekton from all net samples obtained during the cruise surveys; and (4) description, interpretation, and comparison of zooplankton composition and abundance within each season and between seasons previously completed. The government intends to award a firm fixed price contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the existing agency requirements. The sole source nature of this solicitation is necessary on the part of the government to maintain consistent data collection efforts with prior year?s studies. The studies performed by this contractor have ultimately led to the formulation of management advice and options in support of the U.S. obligations to the Convention of the Conservation of Antarctic Marine Living Resources (CCAMLR). The Contractor will be required to meet the ship in Punta Arenas, Chile at the beginning of January 2005 and will be underway in the Antarctic region until the middle of March 2005. This is not a request for competitive proposals however any interested concern, which believes it can satisfy this requirement may identify their interest and capability to respond to this requirement in writing to Contract Specialist Stephanie Kyles, NOAA, WASC, 7600 Sandpoint Way NE, Seattle, WA 98115, or by email at Stephanie.m.kyles@noaa.gov. If as a result of this notice, another firm demonstrates the ability to provide the required components, within the required time frame, the sole source nature of this requirement will be reevaluated. The anticipated award date is October 14, 2004. See Numbered Note 22. Mandatory Clause: The Western Administrative Support Center, Acquisition Management Division, requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR) before October 1, 2003.
