Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. This solicitation is open to businesses of all sizes, NAICS 44122. Boat Dealers, with a small business size standard of $6 million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. TECHNICAL SPECIFICATIONS Background: With the majority of the Jamaica Bay Unit's natural resources being associated with the waters of the bay, it's important that the staff have appropriate, practical, and reliable boat access to the Bay. With the emphasis on salt marsh restoration in Jamaica Bay, the Jamaica Bay Unit is in need of a larger boat that can be used for transporting researchers, up to 4 at a time, as well as, equipment and materials used for restoration activities. The boat must also have a shallow draft so that it can be easily maneuvered in the shallow waters around the marshes. Minimum Requirements: The boat specifications are: Length 20-21 feet, Motor: Around 100 HP, Less than 12 inches draft, Accommodates 4 passengers, Load - approx 500 lbs of equipment, Workspace approx. 20 sq feet, center console, 32" console assembly windscreen and rail (standard fare for a work boat), lean post, 26 gallon fuel tank stainless steel cleats, bow chocks, navigational lighting, appropriately sized trailer. Award will be based on a consideration of price and how well PRICE SCHEDULE Pricing shall be FOB destination. Delivery shall be to Building 98, Floyd Bennett Field, Brooklyn, NY 11234. Delivery shall be within 90 days after receipt of order. Item 1 - Boat, 1 ea @ $_________________ Item 2 - Trailer 1 ea @ $__________________ PROPOSAL SUBMITTALS Offeror shall provide a written proposal with enough detail to allow adequate evaluation. Offeror shall also provide, as references, three customers that have purchased similar products. References shall include company name, contact person, phone number, e-mail address, and physical address. References must be available for contact by NPS. Proposals may be considered non-responsive if NPS is not able to readily contact references. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and submitted with your offer. The deadline for receipt of quotes is September 9, 2004, at 4:30 pm. Offers shall be signed by an official authorized to bind your organization. Offers may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, proposal submittals as detailed above, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact, and a completed copy of FAR 52.212-3.
