Description
This announcement is an update to a Sources Sought notice published on 29 June 2004 for the LAU-7 Missile Launcher. The following information is provided to assist the Naval Air Systems Command in conducting a Market Survey of Industry to determine potential interested sources who have the skills, experience, qualifications, and knowledge required to successfully provide LAU-7 missile launcher, a high pressure pure air generator, associated hardware, engineering and production support services. This notice deviates from the original notice dated 29 June 2004 due to the potential additional requirement of interested sources to provide the high-pressure pure air generator as Contractor Furnished Equipment (CFE) in lieu of the high-pressure pure air generator being provided as Government Furnished Equipment (GFE). For additional details on the high pressure pure air generator please refer to the Federal Business Opportunities notice titled ?16?High Pressure Pure Air Cooling? dated 01 July 2004. As indicated in the first sources sought notice dated 01 July 2004, the new LAU-7 will be built in accordance with LAU-7 Drawing Specifications Number 58A164901, and will include LAU-7D/A digital launcher capability without the Nitrogen system, Specification Number 3740AS100, and LAU-7C/A high-pressure pure air generator launcher capability, Specification Number 3455AS100. The high-pressure pure air generator shall be produced in accordance with Performance Specifications AS6190 and AS5654. Respondents can request a copy of the specifications from NAVAIR, PMA201C4, ATT: L. Woerner, 47123 Buse Road, IPT, BLDG 2272, Room 447, Patuxent River, MD 20670 or at Lisa.Woerner@navy.mil. For those that did not respond to the previous notice, it is requested that interested businesses submit to the office a brief capabilities statement package (no more than 10 pages in length, single-space, 12 point font minimum) demonstrating their ability to provide the new LAU-7 missile launcher. This documentation shall address at a minimum the following: (1) Prior/current corporate experience demonstrating understanding, through similar experience, of LAU-7 launchers for carriage and launch of missiles; (2) statement of prior/current experience that includes design verification, first article and qualification testing; (3) statement of prior/current experience with performing engineering analysis in support of flight clearance certification work such as: structural analysis, structural verification testing, reliability testing, environmental testing, EMI/EMV testing, safety testing, and flight testing; (4) experience with systems integration, manufacturing and delivering hardware; (5) company profile to include number of employees, Cage Code, DUNS number, NAICS Code and a statement regarding current small business status; (6) resources available such as corporate management, facilities and manning to be assigned to the project; (7) statement on whether your interest in this sources sought is to be the prime contractor or if you are seeking subcontracting possibilities; (8) a technical and management approach to the integration of the high pressure pure air generator; (9) identify any potential subcontracting possibilities for the high pressure air generator at this time. All responses to this sources sought and questions pertaining to this announcement shall be submitted to the following: Christine.marshall@navy.mil or at Naval Air Systems Command, 47123 Buse Road, Suite 453, ATT: Ms Christine Marshall, AIR-2.4.4.3.3, Patuxent River, MD 20670-1547 no later than 07 September 2004. For those that responded to the previous notice, the following information is requested to address the new requirement: (1) A technical and management approach to the integration of the high pressure pure air generator; (2) identify any potential subcontracting possibilities for the high pressure pure air generator at this time.All responses to this sources sought and questions pertaining to this announcement shall be submitted to the following: Christine.marshall@navy.mil or at Naval Air Systems Command, 47123 Buse Road, Suite 453, ATT: Ms Christine Marshall, AIR-2.4.4.3.3, Patuxent River, MD 20670-1547 no later than 07 September 2004. This is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs.
