Description
The purpose for this modification is to respond to questions asked that are relevant to all potential bidders for the Field Network Pilot Study Proposal Solicitation. 1. The statement of work lists the planning phase as five months and the implementation phase as nine months, for a total of 14 months. It also states that the period of performance is 12 months (10-1-04 thru 09-30-05). What is the intended length of the contract? Response: The intended length of the contract is 14 months. 2. The RFP indicates that up to four field researchers need to be identified, which corresponds to the largest number of states allowed in the pilot study. Does the Corporation anticipate that one field researcher per state will be sufficient? Response: The number of field researchers will depend upon the proposed sampling strategy and the capacity of the field researchers to conduct the necessary site visits and research at the selected sites. The Corporation expects that the number of field researchers will be adequate to conduct the pilot while remaining cost efficient. 3. Is the Rockefeller Institute of Government eligible to compete for this contract? Response: The Rockefeller Institute of Government is eligible to compete for the contract. 4. We are assuming that all the data collection approaches mentioned in the evaluation plan need to be tested during the contract. Please confirm. Response: Yes. One of the intentions of the pilot study is to test the data collection approaches proposed in the evaluation plan. 5. Are the abstract and the table of contents included in the 20 page limit? Response: The abstract and the table of contents are included in the 20 page limit. 6. The number of states and number of focal points within states will directly affect costs. Please provide guidance regarding the estimated level of effort for the contract. Response: The estimated level of effort for the contract is $250,000. The number of focal points within states should be sufficient to provide the Corporation with data and feedback that is inclusive of the scope of Corporation programs (including a range of organizational types) and diverse geographic and demographic areas. For further information on sampling, please refer to the evaluation plan.
