Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation are being requested and a written solicitation will not be issued. Solicitation No. 5114-4-0047 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The solicitation is 100% set-aside for small business. The NAICS code applicable to this solicitation is 3391114. For a company to qualify as a small business, the small business standard is 500 employees. The USDA, ARS, MWA, Photosynthesis Research Unit, Urbana, IL has a requirement/need for a Multi-Detection Microplate Reader, "Brand name or equal" to Biotek SIA-FRTD, Synergy HT with time resolved fluorescence capability and dual reagent dispenser. This microplate reader comes with 4 excitation/4 emission filters, TR Block, 2 reagent dispensers, 3mm top, 5 mm bottom probe, incubation to 50 degrees C. and includes KC4 Software. This instrument will be used for enzyme, nucleic acid and cell based assays. THE SALIENT CHARACTERISTICS: The microplate reader must meet or exceed the following specifications: (1) Detection of fluorescence, time resolved fluorescence, luminescence - photomultiplier tube and absorbance detection -- silicon photodiode. (2) Read method - fluorescence and luminescence: endpoint, kinetic, well area scanning. Absorbance: endpoint, kinetic, well area scanning, spectral scanning. (3) Must read 6- to 384-well plates, PCR Tube Trays, Terasaki trays. (4) Fluorescence excitation wavelength - 300-650 nm. Emission - 300-700 nm range. (5) Time resolved fluorescence excitation wavelength - 200-700 nm range; emission 300-700 nm range. (6)Luminescence wavelength range: 300-700 nm. (7) Absorbance wavelength range of 200 to 999 nm, tunable in 1 nm increments. (8) Wavelength selection: fluorescence - deep blocking interference filters, time resolved fluorescence - monochromator, absorbance - monochromator. (9) Optical density accuracy of <1% at 2,000 OD typical and repeatability at <0.5% at 2,000 OD typical. (10) Resolution: 0.001 OD. (11) Filter wheel capacity: fluorescence: 4 excitation positions, 4 emission positions. (12) Filters supplied: fluorescence: 4 excitation filters, 4 emission filters. (13) Bandpass: variable for fluorescence depending on filter, 10 nm for time resolved fluorescence, 2.4 nm bandpass for absorbance. (14) Sensitivity: sodium fluorescein 2.5 pg/ml (q.3 fmol/well) typical, sodium fluorescein 1 pg/ml (0.5 fmol/well) limit of detection, ludiferase 0.1 pg/well limit of detection, ATP 100 amol/well limit of detection (Back plate, top measurement, 3 mm diameter probe). (15) Standard probes: 3 mm top, 5 mm bottom, top probe height and top or bottom reading position should be software adjustable and selectable. (16) Light sources: fluorescence - tungsten halogen 1,000 hrs. lifetime, time resolved fluorescence - xenon flash lamp, 1 billion flashes lifetime. (17) Temperature control from 4̊ above ambient to 50̊C. (18) Linear shaking at low, medium high and variable speeds. (19) Pathlength correction which generates 1 cm path ODs (correcting for pipetting errors). (20) Dual reagent dispensers (2 syringe pump). (21) Software appropriate for customization of measurements and PC compatible: Kc4 software or equivalent. (22) Must include installation and training. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the Descriptive Literature describing their proposed equipment in enough detail to ascertain whether the equipment meets the criteria listed above. REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quotation without further discussions. All responsible sources may submit an offer which will be considered. DELIVERY TO: USDA-ARS, MWA, Urbana, IL 61801. QUOTATION PRICE MUST INCLUDE any freight or shipping, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery on or before six weeks from date of award, however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212.-2 EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each proposal shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each proposal based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated by comparing descriptive literature against the salient characteristics. B) Delivery. C) Installation. D) Training. E) Warranty: Explain all details of the warranty. If an extended warranty is available explain details of extended warranty including price and availability after initial warranty expires. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government?s rights under the Inspection clause nor does it limit the Government?s right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response.
