Description
This is a Combined Synopsis/Solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement Constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotation (RFQ). NIST intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. Offerors may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. All responsible sources MUST submit the pricing portion of their offer for this solicitation using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer. OFFLINE PRICING SHALL NOT BE ACCEPTED. PRICING MUST BE SUBMITTED THROUGH FED BID. Offerors that are not currently registered to use FedBid.com Exchange should proceed to www.FedBid.com to complete their free registration. Offerors that require special considerations or assistance may contact the FedBid Helpdesk at 877-9FEDBID or via email at ClientServices@FedBid.com. NIST is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The solicitation pricing on FedBid.com will start on August 31, 2004, and end on September 8, 2004 at 5:00 pm Eastern Time. The NAICS code is 333911 with a size standard of 500. This acquisition will be issued as a RFQ under the CASCADING PROCUREMENT STRATEGY, therefore if a minimum of two (2) offers from qualified small business concerns are received for the services/supplies specified within the solicitation, the Government reserves the right to set aside the award for small business. If two or more small business offers are not received, the award will be made on the basis of full and open competition from among all responsible businesses submitting offers. All interested offerors shall provide a quote for the following: Line Item 0001: Quantity (1) PACO brand only wet pit vertical column type sump pump, Model #2095-0, Cast iron impeller, stainless steel pump shaft, 2 inch discharge, 14feet from the cover plate to the bottom of the pump end, 3 horsepower, 1725 RPM motor, and LINE Item 0002: Quantity (1) PACO brand only vertical column type sump pump, Model #2011-0, Series 4810, bronze fitted 4 inch discharge, 14 feet from cover plate to the bottom of pump end, 5 horsepower, 1725 RPM motor. The Contractor shall state the commercial warranty coverage provided for the source meters. Offeror shall indicate availability of the items. FOB shall be Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver the items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001 using the cascading procurement strategy. Award shall be made to the lowest priced quote. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which clearly documents that the offered products meet or exceed the specification stated above.
