Description
THIS SYNOPSIS IS A SOLE SOURCE NOTICE OF INTENT. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION DOCUMENT EXISTS. PROPOSALS ARE NOT BEING REQUESTED. The National Heart, Lung, and Blood Institute intends to negotiate on a noncompetitive basis with Trek Diagnostic Systems, Inc., 982 Keynote Circle, Cleveland, Ohio, 44131, to purchase an upgrade to an existing government owned Trek Diagnostic Sensititre Auto Identification Microbiology System (SAMS). The Trek Diagnostic Upgrade Package consists of the following items: (1) Product #, V3090, Aris Incubator, (must have AutoReader and SWIN Computer), quantity 1 each; (2) Product # V 3029, Autoreader, (must have SWIN computer), quantity 1 each; (3) Product #V 3027-ST, Sensitouch, (must have SWIN computer, quantity 1 each; (4) Product # V 3010, Auto Inoculator, quantity 1 each; and (5) Product #SW 4000, SWIN Computer System, monitor, printer, modem and software, quantity 1 each. The sole source determination is based upon the fact that the Trek Diagnostic system?s upgrade package is the only know item that will seamlessly enable the SAMS upgrade that will enhance the performance of the existing outdated hardware and software. Also, a change in the product at this time would effect ongoing laboratory research and threaten the investment already made, and would not provide any cost savings to the Government. This acquisition is being conducted under simplified acquisition procedures and is an exempt requirement in accordance with the provisions of FAR Part 6.001(a). The North American Industry Classification System (NAICS)Code is 334516, and size standard is 500 employee. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining the availability of sources for conduct future acquisitions. Parties may identify their interest and capabilities in response to this requirement, by submitting their response to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20892-7902, Attention: Deborah Coulter, referencing synopsis number ?NHLBI-PS-2004-147.
