Description

The U.S. Department of State intends to procure web-based project management software from Welcom, 15990 N. Barkers Landing Road, Suite 350, Houston, Texas 77079-2458 on a sole source basis for the following products and services: 1) Welcomhome Server qty. 1, 2) Welcomhome Named Users qty. 25, 3) Welcom Cobra qty. 1 and 4) Welcom Cobra Basic Training 2.5 days qty. 1. The Government intends to procure Project Management software that will support the E-Government Program Board with 1) a web-based portal and repository for project documentation and information, 2) real time earned value information on the cost and schedule variances of major IT projects and 3) capability to report on project information in numerous forms (e.g., scorecards). The Welcom products shall be used in an initial phase of implementation to meet the Department?s commitments and demonstrate the agency has earned value management capability for its major IT investments. The Department has surveyed the project management tool market and has determined the Welcom products will meet the agency requirement for an initial test. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE PROPOSALS. The Government intends to solicit only one source under the authority of FAR 6.302.
