Description
This shall serve as the official Request for Expression of Interest (REOI) in participating in a project to demonstrate and test a lower-cost PTC advanced crossing activation prototype. Qualifications for Selection as a Participating Organization: Participating organization(s) will be selected based on their response to this Request for Expression of Interest which must include as a minimum the following: 1. Provide a positive response to this request for expression of interest indicating a desire to participate in Phase II. This response must also include as a minimum: a. Provide a preliminary assessment and affirmation of the technical feasibility of developing a reduced cost wireless highway crossing warning activation system based on data radio communications with an approaching locomotive. This assessment should include as a minimum the following sections: i. Overview ? demonstrating an understanding of the objectives and scope of the project ii. Approach ? presenting an outline of a feasible approach for meeting the project objectives and scope iii. Resources ? describing the resource needs of the project including both those needed and those contributed by the participating organization. b. Provide a qualifications statement indicating a proven record of performance and long-term, relevant experience in developing signaling and/or crossing activation systems used on railroads today in North America. Project Sponsor: This project is sponsored by the Federal Railroad Administration (FRA) through Task Order #219 with the Transportation Technology Center, Inc. The Transportation Technology Center, Inc. (TTCI), a wholly owned subsidiary of the Association of American Railroads (AAR), is the Prime Contractor for this project. Background: Background for the project and the results of Phase I will be provided by email via a PDF format document in response to email request made to Paul McMahan (pmcmahan@ttci.aar.com). Objective of Phase II: The objective of phase II is to develop, demonstrate and test a lower-cost PTC advanced crossing activation prototype. The participating organization(s) will be the developer(s). Scope: The scope of the Phase II effort is summarized by the following task overview. Task Responsibility Develop Low-Cost Advanced Crossing Activation Prototype: TTCI will serve as the systems engineer, providing the concept of operations and requirements specification.The participating organization(s) will develop the prototype. Preparation of Test Site: The prototype(s) will be tested at the Transportation Technology Center (TTC) in Pueblo Colorado. TTCI is responsible for preparation of test plans and procedures, development of testing apparatus, and preparation of the TTC test site. The participating organization(s) will have input. Installation of Prototype and Test Preparation: TTCI and the participating organization(s) will work together to install the prototype(s) at TTC and make final preparations for testing. Testing of the Prototype(s): TTCI will conduct all tests of the prototype(s). The participating organization(s) will observe and comment. Analysis of Test Data: TTCI will perform all analyses of test data. The participating organization(s) will review and comment. Preparation of Final Report: TTCI will prepare and deliver the final report to the FRA. The project task efforts and results, to the extent funded by the FRA, must be open and non-proprietary. Accordingly, the participating organization(s) may find it desirable to fund the development of their prototype. After selection, the participating organization(s) will work with TTCI to define the details of their participation and the schedule for Phase II.
