Description: The 377th Contracting Squadron, Kirtland AFB, New Mexico, is seeking sources to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide preventative maintenance at Kirtland Air Force Base, Albuquerque, New Mexico on (2)Caterpillar Engines Model# G3512LE, located at building 900 and building 1014. (1) 35kw Generator Set at building 900, (1) 35kw Generator Set at building 25952, (1) 100kw Generator Set at building 20183, (1) 150kw Generator Set at building 30110, (1) 275kw Generator Set at building 20550 and (1) 500kw Generator set at building 1014, specification as follows: Manufacture: Cummins/Onan, model number KTA19-G4, Internal combustion 6 cylinder diesel, 755 rated horsepower. Annual project fuel usage or run time is approximately 150 hours. This contract is anticipated to be be a year basic and (4) 1 year option periods. Potential offerers should submit a proposal that addresses the ability to perform this service. THIS IS A NOTICE FOR A REQUEST FOR PROPOSALS. Firms responding should indicate if they are Small Business, Hubzone, SBA8(a), Small Disadvantaged Business, Women-owned, Minority Institutions. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis. Identify your responses with the corresponding Program Title: Caterpillar Engines and Emergency Generator Sets Specifications: Specific work required for each generator set: inspect and/or check overall condition of unit, remove trash & litter that may clog air stream, cooling system, fuel system-replace engine fuel filters, fuel storage, fuel storage and day tank system, air induction system and exhaust system, lubricating oil system-change crankcase oil and oil filters and extract oil sample for analysis, and clean crank case breathers, scheduled oil and coolant sample analysis, starting systems, engine safety controls, generator- lubricate bearing and inspect, local control panel- inspect, vacuum and clean, parallel switchboard, automatic transfer switch, battery charging system, remote annunciation, air induction and exhaust system-check valve adjustment, check valve rotators and inspect turbochargers, engine safety controls-check gauges, switches and wiring and harness, operation of engine and generator, replace gaskets and seals made unusable during inspection. Include engine oil analysis (SOS), lubricating oil, fuel and oil filters, coolant conditioner additive, makeup coolant, and replace gaskets and seals made unusable during preventative maintenance service. All waste material and fluids shall be disposed of in accordance with local and/or base regulations. GENERAL INFORMATION: The Contractor all furnish all plant, labor, equipment, personnel, materials, scheduling and supervision required to perform all operations to provide preventative maintenance, inspection and services for two (2) natural gas engines and preventative maintenance and inspections to six (6) standby generators, located at Kirtland Air Force Base. 1.1. BASIC SERVICES to maintain the natural gas engines and generators shall be rendered according to the natural gas engine?s and stand-by generator?s manufacturer?s recommendations and instructions. The first service shall be completed within 30 calendar days of the contract start date. The following are the Manufacturers Name and Model Numbers for the equipment requiring inspection, maintenance and repair. A. Backup or full time power - Backup Annual projected fuel usage or run time ? 150 hours All materials and supplies furnished by the contactor shall be new and they shall be in strict adherence to the original manufacturer specifications and approved for use by the Government. 1.2 PREVENTATIVE MAINTENANCE AND INSPECTION PLAN PROGRAM 1.2.1 Natural Gas Engines. The Contractor shall develop a draft Caterpillar Natural Gas Engine Preventative Maintenance, Inspection and Service Plan showing the proposed frequencies of preventative maintenance, inspections and services to be performed, and provide to the Government certifications of maintenance technicians with the Contractor?s bid proposal. A final natural gas engine Preventative Maintenance, Inspection and Service Plan showing the dates of maintenance, inspections and services and certifications for technicians shall be included at the Pre Performance Conference. The plans shall be based on the equipment to be serviced located at Building 900 and 25952 and shall cover a basic period of one (1) year with four (4) one (1) year options. 1.2.2 Standby Generators. The Contractor shall develop a draft Standby Generator Preventative Maintenance and Inspection Plan showing the proposed frequencies of inspections and maintenance services to be performed, and provide to the Government certifications of maintenance technicians with the Contractor?s bid proposal. A final standby generator Preventative Maintenance and Inspection Plan showing the dates of inspections and maintenance services and certifications for technicians shall be included at the Pre- Performance Conference. The plans shall be based on the equipment to be inspected and maintained, located where indicated in paragraph 1.1 above, and shall cover a basic period of one (1) year with four (4) one (1) year options. 1.2.3 Environmental. The Contractor shall comply with all applicable Federal, State, Local and OSHA standards to ensure the level of protections required workers is adequate. All work shall be accomplished in compliance with applicable Federal, State and Local Laws and regulations. The Contractor shall provide the Contracting Officer, Base Fire Department, and the Base Environmental Management Branch a list of hazardous materials the Contractor will bring onto Government property. A Material Safety Data Sheet (MSDS) for each chemical listed on the OSHA Hazard Communication Standard 29 Code of Federal Regulations (CFR) 1919.1200 shall also be furnished. The Contractor shall observe proper storage practices for hazardous materials stored on Kirtland AFB. All hazardous waste and the disposal of any waste shall be handled in strict accordance with federal guidelines, Tile 40 CFR parts 260-270, state, and local, regulations, and as specified by the Base Environmental Management Branch, Kirtland AFB. The Contractor shall document all parties and locations involved in the transportation, storage, and disposal of all hazardous and special waste using a Uniform Hazardous Waste Manifest. The Contractor shall ensure workers comply with OSHA 29 CFR Part ?N? Material Handling, National Fire Protection Association (NFPA) Code 52, Compressed Natural Gas Vehicular Fuel Systems 1995 and 101, paragraph 2.1.4 Safety to Life in Buildings and Structures 1997. CFR 19226.62 Interim Rule for Lead Exposure in Construction May 4, 1993. 1.2.4 Government Review and Acceptance. The Government will review the Contractor?s proposed final Preventative Maintenance, Inspection and Service Plans and if found to be acceptable will provide written approval to the Contractor. If the plans are unacceptable, the unacceptable areas will be identified to the Contractor in writing. The Contractor shall correct the unacceptable areas and submit a revised plan within ten (10) calendar days. The Contractor shall perform required services in strict accordance with the Government accepted plan to facilitate Government quality assurance processes. 1.2.5 Revision. If the Contractor desires to revise the plan, the proposed revisions shall be submitted to the Contracting Officer for review and acceptance. The Contractor shall not implement any revised plan until the Government has accepted the revised plan. 1.3 SCHEDULED MAINTENANCE SERVICE 1.3.1 Service Requirement. At each scheduled maintenance interval the Contractor shall clean, adjust, perform a complete operation function check, make any adjustments, lubricate operating parts and mechanisms as required and perform fluid compartment top off. All maintenance shall be performed in strict accordance with the equipment manufacturer?s recommended maintenance procedures. All work shall be accomplished in compliance with applicable Federal, State, and Local laws and regulations. 1.3.2 Coordination with Water Plant Supervisor. When the equipment remains in use during servicing the Contractor shall coordinate the services with the Water Plant Supervisor a minimum of two (2) working days prior to the date of the service. When the equipment cannot remain in use during servicing, the coordination shall be done seven (7) calendar days prior to the date of service interruption. The Government will provide the Contractor with a list of facility managers and telephone numbers at the Pre-Performance Conference. The list will be updated as changes occur. 1.3.3 Performance. Shall be in strict accordance with the Preventative Maintenance and Inspection Plan. 1.3.4 Documentation. The Contractor shall maintain a service log showing the location of the service, scheduled date of service (from maintenance plan), date and time started, date and time completed, signature of the service technician performing the work, and the signature of the Water Plant Supervisor. The original and one copy of the service log shall be provided to the Contracting Officer by the fifth working day of each month. Prior to submitting the service log to the Contracting Officer the Contractor or contract manager shall certify that the log is accurate and truthful. 1.4. INSPECTION AND REPAIR 1.4.1 Inspection. In the process or performing the services specified above the Contractor shall inspect all equipment for any repair requirements. 1.4.2. Repairs shall be noted and reported to the Government?s Quality Assurance Personnel, the Contracting Officer and the Water Plant Supervisor. A cost estimate shall be sent to the Quality Assurance Personnel and the Contracting Officer. This estimate shall specify labor hours required, hourly labor rates, total labor costs, and parts and their unit cost and the total cost to make the repairs. If the Contracting Officer approves the repairs the Contractor shall proceed with the repairs expeditiously. Do not execute any repairs unless the Contracting Officer specifically approves them. 1.4.3 Replacement Parts. All replacement parts used under this contract shall be new and shall be original manufacturer?s equipment. 1.4.4 Government Reimbursement for Items. The Government will reimburse the Contractor for all replacement parts. The Contractor shall purchase parts at the lowest obtainable price, secure reasonable competition whenever possible and take all discounts and rebates which shall be credited to the Government. Invoices showing the actual cost of items paid for by the Contractor shall support all requests for reimbursements. 1.4.5 Documentation. For each approved damage repair the Contractor shall initiate a work order showing the following. a. A three digit sequentially numbered work order with the first number where the first number used each month being 100, for example 100-011004, (Work Order #100-DDMMYY). b. The facility number where the work was performed.. c. A detailed description of the repairs and an itemized listing of the parts and materials used, their respective cost, a copy of the price list used and the total material cost, d. The amount of labor used, cost per hour, and total the cost. e. The date and time the repair was approved and name of the Contracting Officer granting approval, date and the signature of the Water Plant Supervisor The original and one copy of each completed work order shall be forwarded to the Contracting Officer and the Quality Assurance Personnel, respectively, within five (5) working days of completion of the work 1.5. EMERGENCY SERVICES. These services apply to all equipment and services under this Statement of Work. Within two (2) hours after arrival at the site, the Contractor shall isolate, shutdown, or safe the equipment and perform a diagnostic test to determine the cause of the emergency. 1.5.1 Contractor Notification. The Contractor will be notified of the need for emergency service by telephone. The Contractor shall provide the Government a list of the names and phone numbers of contractor personnel who are authorized to accept calls for emergency services. 1.5.2 Authorized Callers. The Government will provide the Contractor a list of personnel who are authorized to call for emergency service. These callers include the Water Plant Supervisor, the Quality Assurance Personnel or the Contracting Officer. This list will be updated and provided to the Contractor by the Contracting Officer as changes occur. 1.5.3. Coordination Notification. The Contractor shall respond to the request for emergency service within two (2) hours of notification. The response time starts from the time the Government notified or attempted to notify the Contractor at his/her telephone number. 1.5.4 Emergency Repairs. The Contractor shall provide a complete cost estimate within four (4) hours after arrival at the work site. See paragraphs 1.5.6 and 1.5.7 of this SOW for approval to make repairs. 1.5.5 Exceptions. The above times shall be met unless the Contractor specifically informs the Contracting Officer approving the repairs that, due to the magnitude of the work involved or the unavailability of the required parts the above times can not be met. In such cases, the Contractor and the Contracting Officer shall mutually agree upon the time period in which the repairs shall be made, and once such an arrangement is reached, the Contractor shall complete the repairs within the agreed time period. 1.5.6 Repair Cost Limits. Within four (4) hours after the service technician arrives at the job site he/she shall contact the person placing the call and advise them of the nature of the work to be performed to return the equipment to operational status. At the time the service technician contacts the person placing the call, he/she shall have prepared an estimate of the total cost of making necessary repairs. This estimate shall specify labor hours required, hourly/team labor rates, total labor cost, and parts and their individual and total cost. If the total estimate is less than $500.00, parts are available and the work can be accomplished immediately, the Contractor shall proceed with repairs after notifying the Contracting Officer. If the estimate exceeds $500.00, specific approval by the Contracting Officer shall be obtained before proceeding with the repairs. When repairs cannot be accomplished the same day as the Emergency-Call, the labor shall be at standard wage rates. 1.5.7 Documentation. The Contractor shall initiate a work order for each approved emergency repair and show the following. A three (3) digit sequentially numbered work order with the first number used each month being 500, for example 500-01-10-04 (Work Order #500-DD-MM-YY). The facility where the work was performed; a detailed description of the repairs required; a detailed description of the repairs performed; an itemized listing of the parts and materials used and their respective cost; a copy of the price list used and total cost. The amount of labor used, cost per hour, and total cost. The date and time the Contractor was notified. The date and time the Contractor responded, and the date and time the Contracting Officer approved the repairs. The date and time the work started, the date and time work was completed, the signature of the technician performing the work and the signature of the Water Plant Supervisor. The original and one copy of each completed work order shall be forwarded to the Contracting Officer and the Quality Assurance Personnel respectively within five (5) working days of completion of the work. 1.6 TRAINING. The Contractor shall provide initial and annual update training to Government Water Plant personnel sufficient for them to perform daily checks and emergency shutdown procedures on all equipment, listed in paragraph 1.1. 1.7 WARRANTY. The Contractor shall warrant to the Government that all maintenance and repair services shall be performed in a professional and workmanlike manner consistent with industry standards. All work shall be accomplished in compliance with applicable Federal, State and Local laws and regulations. The warranty period shall be one (1) year from the date of any installation. Service performed by the Contractor, and the Contractor shall correct all failures of labor, materials, or equipment at the Contractor?s expense. 2. SERVICE DELIVERY SUMMARY: Performance Objective SOW Para Performance Threshold Service and Maintain Natural Gas Engines 1.2.1 Engine Run Availability 99% of the time. Service and Maintain Generators 1.2.2 Engine Run Availability 99% of the time. Provide Preventive and Corrective Maintenance and Repair.Preventive maintenance is within recommended frequencies. All system and equipment components are free of defects, debris, errors, and problems. 1.3.1 Perform all maintenance in strict accordance with the equipment manufacturer?s maintenance procedures 99% of the time. Submit Scheduled Maintenance Reports and Records.All reports are submitted on time. All reports are accurate and contain all applicable data. Records are accurate and current 1.4.5 100% of all reports are accurate. 90% of all reports are submitted timely. Approval of deviations from written procedures is obtained 100% of the time. 3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: 3.1 Utilities. The Government will furnish electricity (110 and 220 VAC) to the Contractor at no cost. 3.2 Emergency Services. The Government will provide emergency medical treatment and emergency patient transportation service for Contractor personnel who are injured or become critically ill during the performance of this contract at Kirtland Air Force Base. The Contractor shall reimburse the Government for the cost of medical treatment and patient transportation service at the current inpatient or outpatient treatment rate, as appropriate. 3.3 Security Police. The Government will provide general on-base Security Police services. Phone extensions for the Security Police are 911 for emergencies and 846-7913 for routine calls.
