- COMBINED SYNOPSIS/SOLICITATION: PROTESTANT MUSIC DIRECTOR FOR THE PETERSON AFB CHAPEL (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written proposal (to include price quote for all CLINS, base and option years) on RFP reference number FA2517-04-T-0082. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. (IV) This solicitation is a small business set-aside; the associated NAICS code is 711510, and small business size standard is $6M. (V) This combined synopsis/solicitation is for the following commercial item: CLIN 0001- Worship Services. Sunday Services and Special Services. Approximately 52 (fifty-two) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. CLIN 0002- Weekly Rehearsals. Approximately 68 (sixty-eight) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. CLIN 0003- Special Services. Approximately 6 (six) each. See SOW. Base Year Period of Performance 01 Oct 04-30 Sep 05. The CLIN structure represented above (three CLINS each year) will be the same for the four following option years: 01 Oct 05-30 Sep 06 Option Year 1 (One) 01 Oct 06-30 Sep 07 Option Year 2 (Two) 01 Oct 07-30 Sep 08 Option Year 3 (Three) 01 Oct 08-30 Sep 09 Option Year 4 (Four) (VI) Description of requirements are as follows: 1.0 SCOPE OF RESPONSIBILITIES: Direct traditional service choir for Traditional Worship Service, direct traditional service choir during special services or events (as approved by Senior Protestant Chaplain prior to event or service), and direct weekly rehearsals of Traditional Service choir. 2.0 EDUCATION AND EXPERIENCE REQUIREMENT: A Bachelors or higher degree in music is preferred. Must be familiar with a wide variety of choral styles and traditions suitable for a traditional Protestant worship service. Must possess choral conducting proficiency in order to meet the musical needs of the Traditional Worship Service. Must be able to sight-read music and be able to select and direct music suitable to the experience level and abilities of the traditional service choir. At least five years of experience in choral conducting is desired. 3.0 GENERAL RESPONSIBILITIES: Basic responsibilities shall be two-fold: (1) have the choir prepared for all selected hymns and musical responses in the service, and (2) prepare one anthem each week. Will organize and lead weekly choir rehearsals, and will publicize dates and times of rehearsals. Is responsible for recruitment of new choir members. 4.0 ADMINISTRATION RESPONSIBILITIES: A list of music outlining the following month?s musical selections will be given to the Senior Protestant Chaplain, Traditional Service Chaplain, Traditional Service Accompanist, and the chapel secretary by the I5? of the month. The Choir Director will compile and maintain a roster of choir members and provide a copy to the accompanist and the Senior Protestant Chaplain or designated representative. Maintain library of music, tapes, CDs, and other musical resources that are the property of Peterson AFB Chapel, and will ensure that these resources are suitably and safely stored. Director is responsible for maintenance, updating, and proper filing/re-filing of music. Will request all music and supplies necessary for support of the choir, following established fund procedures and coordinating such requests in a timely manner through the Senior Protestant Chaplain or designated representative. The government will provide chapel fund procedures at start of the contract. Work will be performed in units. One unit of work is defined as either an entire service of worship and choir preparatory time or an entire choral rehearsal, usually lasting about one hour. The Senior Protestant Chaplain or designated representative will verify units performed. (VII) Period of Performance is 01 Oct 2004 - 30 Sep 2009 (Basic Contract year plus Four Option Years) for service at the following address: 21 SW/HC 455 VINCENT ST, BLDG 1410 PETERSON AFB, CO 80914 (VIII) FAR 52.212-1, Instructions to Offerors ? Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes for basic and all option years, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price. 2) Capability Statement (Pass/Fail Assessment) shall be used to evaluate offers. Only those offerors receiving a ?pass? assessment will be considered for award. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (5)(i) (14) (16) (17) (25) and (30), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Contract Terms and Conditions ? (XIV) The Government intends to award a single Firm Fixed Priced contract resulting from this solicitation.
