- COMBINED SYNOPSIS PURCHASE OF SERVICE TO GRIND WOODPILE (i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-04-A-0012. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. (iv) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 113310 with a small business size standard of 500 employees. (v) This combined synopsis and solicitation is for the purchase of a service to grind the base wood and brush pile with the following requirements: (vi) The contractor shall provide all labor, equipment, tools, accessories and materials to provide a non-personal service to grind approximately 4000 to 15000 cubic yards of wood and brush at the wood and brush piles located at Malmstrom AFB, Montana. The wood will consist of many types and sizes and may require sorting due to metal contamination in the feedstock. The requirement will be necessary within 30 days of customers request 3 to 4 times annually. All grindings will remain at woodpile for government use or disposal. Estimated total cubic yards of woodpile will be determined and agreed upon by vendor and a representative of 341 CES/CEVV. This will be accomplished prior to grinding. The government will dispose of contaminated material that cannot be ground. Depending upon the equipment that will be used by the contractor to perform the grinding, the Montana Department of Environmental Quality (MDEQ) may require that the contractor first obtain a Montana air quality permit prior to operating the equipment. Prospective contractors are strongly encouraged to request a Need for Permit Determination from the MDEQ air program (406) 444-3490. Price lists should be made on a CUBIC YARD basis. In addition, the contractor should state whether they are able to provide all of the listed services. Services include: a) Measure wood and brush pile b) Sort contaminated feedstock c) Grind wood and brush (vii) Delivery requested no later than 90 days after award date. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. (ix) Quotes will be evaluated on price, price related factors and ability to meet specifications. (x) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. (xiv) The local clause at Malm. G-101, Wide Area Work Flow applies to this acquisition. The clauses at FAR 52.204-7, Central Contractor Registration (Oct 2003) and DFARS 252.204-7004, Alternate A (Nov 2003) apply to this acquisition. (xv) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xvi) Quotes are required to be received no later than 12:00 PM MST, Tuesday, 7 September 2004.
