- Description
- The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. Multiple RFPs/SOWs will be issued pursuant to this notice. The services/products requested are for: (a) Mexic an Property Development Survey; (b) Stream Sage A/V interface with Pathfinder; (c) Columbia Violence Database; (d) Foreign Area Research Studies; and (e) Non Proliferation Literature Review to support the Foreign Military Studies Office (FMSO). The contra ctor shall provide support for FMSOs Research Plan by developing studies, reports, and coordinating research and database projects relative to the specific projects. The tasks are primarily research and analysis related with one software project (ie. b). Tasks on the respective projects include: (project a) design and implement a methodology for measuring the developmental status of the Mexican real-property regime to include collection of various data elements, obtaining examples of real property and land -use data / records (ie. Mexican plat, cadastral and zoning maps, title registries etc), follow commonly accepted standards of documentation, and provide a final research product; (project b) modify and enhance the StreamSage software to build an interface between the StreamSage software and the Pathfinder analytical tool suite to support the capture, cataloging, storage, querying and retrieval of Audio Visual (AV) media information via the Pathfinder Web Portal; (project c) compile, describe and deliver a comprehensive set of geo-referenced data on violent acts in Colombia during approximately the past two decades, along with analytical and pre-analytical processing of that data; (project d) Conduct original (i.e. previously unpublished) studies on the topi cs specified and deliver studies as paper and electronic copies, prepare major analytical research studies of 20,000-25,000 words acceptable for publication by a national or internationally recognized professional military and/or academic journal relating to political-military intelligence and military-technical studies for an audience at the National/DoD and Joint level; and (project e) Conduct original (i.e. previously unpublished) research based on primary and secondary sources, and provide analytical r esearch products on the proliferation and non-proliferation of Nuclear, Chemical and Biological Weapons and developments to include a compendium of proliferation / nonproliferation related literature on a during the performance period to track and collect relevant analyses and resources in the field of nonproliferation, counter-proliferation of weapons of mass destruction (chemical, biological and nuclear), their delivery methods (missiles), and general security, in a timely manner, assuring the breadth, de pth, and diversity of the field with Analytical products submitted to Director, FMSO in a final draft form. All interested contractors will have to address on their Proposal in response to the Request for Proposal (RFP) all areas of their expertise listed in this requirement. The contractor personnel team shall have expertise relevant to the project as indicated in the respective SOW. These are new requirements. The complete requirements of each project will be provided to qualified respondents, in a Statement of Work (SOW) issued with the Request for Proposal. The Federal Supply Classification (FSC) code for projects a, c, d, and e a re B599, NAICS code is 5416690, and SIC code is 8748 and for project b is D308, NAICS code is 541511, and SIC code is 7371. The contractor shall provide management and daily oversight of their Military / Intelligence Analyst personnel in support of FMSOs requirements. All responses to this sources sought notice will be considered and must include proof of the contractors ability to provide the required support to FMSO including performance information and references on the contractors abilities. The response should a lso provide GSA schedule information, contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 7 SEP 04. All appropriately supported responses will b e provided the RFP and SOW for preparation and submission of a proposal.
