- This is a Sources Sought notice in support of market research. It is not a solicitation announcement. Responses to this synopsis will be used by the Government to make better informed and appropriate acquisition decisions. The mission of the U.S. A rmy Futures Center is to design, develop, and integrate from concept to capability all aspects of the Armys future force into a joint Warfighting environment. The Futures Center was created for the purpose of more tightly integrating various related, but previously independent, TRADOC Schools, Centers and Directorates into a more effective and efficient organization through one highly coordinated effort. The work of each division not only supports the work of one or more of the other divisions of the Futu res Center but also provides direction, management and integration across TRADOC (Army) combat developments activities. The Futures Center has many partners in its role as the Armys architect of the future and operates within an extended community of int erest to include OSD, Congress, the Joint Staff, Joint Forces Command, the Army Staff, Army Materiel Command, DARPA, DOE Labs, FFRDCs, Science Boards of all types, and other Services and multinational partners. As such, the Futures Center is conducting ma rket research related to the accomplishment, synchronization, and integration of work efforts that generally involve the following: research and analysis for formulation and writing of advanced Joint and Army warfighting concepts; experimentation and warga me design, direction, management, development, execution, analysis, and integration; providing Subject Matter Experts for seminars, games, and experiments; materiel development management and integration to include experimentation and Subject Matter Expert s for assessment of emerging Joint and Army Concepts as well as Operational Needs Statements to determine required capabilities, capability gaps, and candidate solutions for spiral development; Needs analysis, solution analysis and execution of Department of Defense-mandated Joint Capabilities Integration and Development System (JCIDS) process and products; doctrine development and integration, MACOM strategic planning and policy development; and to a lesser extent, also involves general staff work involvin g attendance at coordination and planning sessions and preparation of written work products and presentations. Interested businesses must have sufficient functional, technical and management skills to work within a collaborative environment and ensure app lication, coordination and integration of work efforts within and between these general focus areas. Additionally, interested businesses should be able to staff, coordinate, and integrate work efforts at both the main Futures Center organization located a t Fort Monroe, Virginia, the Futures Center Forward located near Washington, D.C., Joint Forces Command in Norfolk and Suffolk, Virginia, and other CONUS installations. Interested businesses should be able to demonstrate recent experience with, and techni cal competence in, the following specific software and analytical tools: computer software experimentation and wargaming tools in support of Concept Development and Experimentation such as Janus, CASFOREM, Entropy Based Warfare (EBW), Joint Warfare System (JWARS), One SAF (Semi-Automated Forces), and other similar functional supporting models and simulations; accomplish Operational Architectural Design using such software tools as the Army Architecture Repository Management System (AARMS), the Core Architec ture Data Model (CADM), Rational Rose, AllFusion, and the Popkin System Architect; and conduct Capabilities Developments and Requirements Integration using Joint Capabilities Integration and Development System (JCIDS) assessments; and coordination of work efforts using software collaboration tools. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hub zone, 8(a), small, small disadvantaged, service-disabled veteran-owned small business, or large business) relative to NACIS 541710, Research and Development in the Physical, Engineering, and Life Sciences (size standard of 500 employees). Responses should include the following information: size of company (i.e., 8(a), hubzone, WOSB, SB, Veteran, all others), number of employees, revenue for last three years, relevant past performance on same/similar work dating back five years and your company capability to do this type of work. Documentation and technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
