- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and will be issued full and open, a written solicitation will not be issued. This is a Total Wireless Tactical Transportable Communications Training System. The requirement is for systems that are already developed and manufactured. W9133N-04-TTCTS is issued as a Request for Proposal (RFP) and will result in a firm fixed-price contract. Award will be made on a Best Value basis. Provisions and clauses incorporated in Solicitation W9133N-04-TTCTS are those in effect through Federal Acquisition Circular (FAC) 2001-04. The solicitation includes the following Contract Line Item Number CLIN 0001 Purchase of Tactical Transportable Communication Training System. CLIN 0002 Travel, CLIN 0003 MFG Warranty 1 year and Extended Warranty, CLIN 0004 Bandwidth Airtime . CLIN 1001 THRU 1004 Option One. REQUIREMENT: Tactical Transportable Communications Training System to include but not limited to the following; highly mobile, ruggedized, compact and easily assessable Information Technology (IT) network support suite enabling Secure Internet Protocol Router (SIPR) network, and Non-Secure Internet Protocol Router (NIPR) network connectivity, to include telephone voice access to the Defense Switched Network (DSN), Commercial and Secure capabilities and the ability to ena ble collaborative tools to include but not limited to Video Teleconferencing (VTC). It shall be capable of interfacing with the Defense Satellite Communications Systems and Commercial Satellites for entry into the Defense Information Systems Agency (DISA) Network. Contractor shall provide training personnel that are thoroughly trained and knowledgeable of the Tactical Transportation Communication Training System (TTCTS). These individuals shall provide two five-day comprehensive training courses for a minimum of twenty-five (25) individuals at a location that is convenient to the Government to be held simultaneously. The locations are Fort Indiantown Gap, Annville PA. and McGee Tyson Air National Guard Base, Knoxville, TN. The training shall consist of the instructors providing all required documentation to include manuals, instructions and training necessary to gain the understanding for the operations and maintenance o f the Tactical Transportation Communication Training System (TTCTS). Training shall be completed within seven (7) calendar days after receipt of equipment 1 Year Manufacture Warranty plus three year extended warranty. Delivery: First delivery 30 days after award. SCHEDULE B WILL BE AVAILABLE UPON REQUEST. EVALUATION CRITERIA: Proposal will be evaluated based on the following: Factor I Technical, Sub factor 1: System requirements, Sub Factor 2 System Delivery, Factor II Past Performance Pro vide past performance information on at least five similar previous contracts that demonstrate your ability to successfully manage this project (i.e. meeting technical requirements, cost and delivery schedule). Factor III Price. Factor I Technical is more important than Factor II. Factor I and Factor II are significantly more important than Factor III Price. Sub-factors 1-2 are in descending order of importance. FAR Provision 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; and DFARs 252.212-7001 Contract Terms and Conditions Required to Implement Statutes and Orders Applicable to Defense Acquisitions of Commercial Items shall apply to this so licitation. Please submit with your quote a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items. All quotes will be evaluated on price and delivery. The Government will award a contract to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. The FAR clauses my be viewed at http://farsite.hill.af.mil Contractors submitting quotes must be enrolled in the Central Contractor Registration Program (CCR). The closing date for this solicitation will be 9 Sep 04, 2:00 PM Eastern Standard Time. Late quotes will not be accepted. Your quote shall be submitted in writing to chris.pettigrew@ngb.ang.af.mil. This notice does not obligate the Government to award a delivery order for the subject items. The Governme nt shall not be obligated to pay for any information developed and/or furnished by potential sources in response to this notice.
