Description
NAICS Code: 924110 NAICS Code:924110 EPA intends to award a sole source purchase order to Hi-Q Environmental Products Company pursuant to 41 U.S.C. 245(c)(1)--Only one responsible source and no other supples or services will satisfy agency requirements. This procurement is for the purchase of PSU monitors and equipment, for use in biological agent sensing as part of the BioWatch program. The equipment must be equal to other equipment currently in use on the existing network. The equipment being procured consist of fifty (50) PSU Mobile Cart Sampling System with the following specifications: 1) 1/4 HP, oilless rotary vane vacuum pump rated for continuous operation. Maximum vacuum 26" Hg.; 2) Hard mounted, heavy duty, mechanical flow control valve allows flow rate adjustment between 0-4.0 cfm (open air) and maintains constant flow; 3) Adjustable height gooseneck sample inlet; 4) Panel mounted NIST traceable flow meter, custom calibrated per ANSI/NCSL Z540-1-1994 using user supplied filter media; 5) Panel mounted electronic, elapsed, resettable, timer in hours and tenths of hours; 6) Panel mounted on-off switch with fuse protection; 7) Stainless steel quick disconnect fittings that mate to the Swagelok quick disconnect fittings on the LANL supplied filter holder; 8) High quality 18" x 18" x 12" lockable weather proof aluminum box mounted just above the wheels houses the pump, flow control valve, flow meter with mounting panel, fuse protected on/off toggle switch and all controls. The box also has a 100 CFM cooling fan, hasp for padlock and a security eyelet for supplied security cable; 9) 29", 14/3 SJO power cord; 10) Power Cord Hanging Rack; 11) MRV-026-S gooseneck in system and configure with existing fittings to accept LANL filter holder; 12) Top Mounted Filter Holder; 13) Straight pipe handle bar painted to match and wrap with grip tape; 14) Aluminum, "chain of custody" filter holder lock box; 15) Wide Stance of front support legs to enable stacking of units; 16) 6' vinyl coated 3/16 diameter locking cable. This equipment must be delivered by September 28, 2004 to multiple EPA locations. All responsible sources may respond by submitting a written narrative statement of capability within 15 calender days of this notice to: U.S. Environmental Protection Agency, Attn: Laconda Cannady-Garrett (E105-02), 4930 Page Road, Durham, North Carolina 27703. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 calender days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Hi-Q Environmental Products.
