Description
The Social Security Administration intends to negotiate solely with Bytware, Inc., 9440 Double R Blvd, Suite B, Reno, NV 89521-5990 under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 and 41 U.S.C. 253(c)(1), ?only one responsible source and no other supplies or services will satisfy agency requirements? to purchase StandGuard Anti-Virus Enterprise License for AS/400 computers. The software has the unique ability to operate on SSA?s AS/400 System and is an enterprise solution which will detect, report and clean viruses, worms, Trojans, macro and script viruses and other malware; have low system overhead; require little or no routine maintenance except for program upgrades; provide extensive logging capabilities to record viruses detected and removed, failed attempts to retrieve virus signature files and failed schedule scans; delivery new signature files in a timely manner to address new exploits; have the ability to send virus incident data alerts locally and to a central source over an IP network; provide real-time monitoring of incoming and outgoing files with the ability to exclude selected files and directories; and provide scheduled nightly scanning of files. The software has the following minimal salient characteristics: Software must 1) run natively on the IBM AS400, 2) have a simple installation process, 3) have little or no administrative overhead, 4) have little or no system overhead, 5) have intuitive technical documentation, 6) must detect, report and clean viruses, worms, Trojans, macro and script viruses and other malware, 7) extensive logging capabilities to include recording viruses detected and removed, failed attempts to retrieve virus signature files and failed nightly scans, 8) notification of viruses detected via email and pager, 9) a permanent record of virus events must be journaled for security purposes, 10) timely technical support during installation and as required, 11) consistent, timely and automatic delivery of the latest virus signature definition files, 12) real time monitoring of incoming and outgoing files with the ability to exclude selected files and directories, 13) scheduled scanning of files, 14) scan within compressed files (such as, but not limited to, QIP and ARJ), 15)detect and clean encrypted and polymorphic viruses, 16) automatic download of virus definition files, 17) automatic download of software updates and fixes, 18) integrate with AS400 Job Scheduler (Native IBM or third party) 19) network enabled: the ability to retrieve virus definitions from a Windows file server on the local network, 20) provide an easy upgrade path (no ?forklift? upgrades), 21) ability to send virus incident data alerts locally and to a central source over an IP network, 22) must be scalable and interoperable within the SSA environment, 23) solution must scale to 100 + AS400 computers, 24) must have ability to build once and deploy in many diverse AS400 OS and processor level environments, 25) must provide secure access to database information and provide multiple report views of the database according to SSA security requirements, 26) must provide multiple views of data (e.g., locally, regionally, nationally, etc.), 27) must have customizable reporting capability, 28) must provide data access capabilities that include native database interfaces to all major databases, such as ODBC, MS Access, flat files, MS Excel, dBase, 29) vendor must be financially stable as shown by the past 5 years of annual reports, and 30) Section 508 of the Rehabilitation Act compliant. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. A solicitation is not available; therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
