Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is F73TJ241670200 and the solicitation is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-22. (iv) This is unrestricted. The associated North American Industrial Classification System code is 511120. (v) There is one (1) contract line item. One (1) each Lexis Nexis w/SmartLinx license access for up to five users for one year. This requirement is to purchase licenses for a SmartLinx Summary Report. This product is an internet based information research data retrival, and indexing system using integrated on-line research tools that cover legal, government, commercial and web based information. Access to this unique solution will be used to analize, investigate and research of public records and establish links between related entities. Answers are delivered in one comprehensive summary report on persons, locations/assets or businesses. All licenses and service should be able to be transferred and or split from Scott AFB for deployed personnel. Specifications must be equal to or better than what is listed. (i) See paragraph (viii) below if proposing "or equal" items. (vii) Request delivery of the equipment be accomplished within 30 days after receipt of order and request acceptance at FOB point Scott AFB IL. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Change Subparagraph (b)(4) to include the following: If quoting "or equal" items, offeror must submit complete technical literature demonstrating product equivalency for review. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. (ix) The FAR provision 52-212-2, Evaluation -- Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: technical capability and price. Technical capability is more important than price. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, must be submitted with quote. The provision may be copied from website http://farsite.hill.af.mil/VFFARA.HTM. Quote will not be considered without completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Deviation) applies to this acquisition. (xiii) The clauses at Defense Acquisition Regulation Supplement (DFARS) 252.212-7000, Offeror Representations and Certifications-Commercial Items, and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this acquisition. DFARS 252.225-7001 and 252.232-7003 within DFARS 252.212-7001 are applicable. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) The Commerce Business Daily numbered note 1, applies. (xvi) Quotes are due to this office NLT 4:00 p.m. CST on 2 August 04.
