- The purpose of this modification is to cancel the original submission and substitute the following: This requirement in support of the First Marine Corps Expeditionary Force, is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This procurement is being conducted on a sole source basis for modular vehicle barriers in accordance with the requirements set forth herein. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement issued as a request for quotation is M67854-04-Q-9039. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-24. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1) with Mifram Limited Security Division, Industrial Area K. Bialik P.O.B. 1165, Zur Shalom, Israel 27112. The applicable NAICS Code for this requirement is 332999 with a size standard of 500 employees. The following requirement is: CLIN 0001: Qty 588 modular vehicle barriers meeting the following specifications - (1) must be able to be assembled/broken down in ten (10) minutes or less (2) easily transportable and (3) capable of stopping a ten (10) ton vehicle traveling at 55 MPH. FOB Destination: Israeli Aircraft Industry/Air Mobility Command; Ben Guiron International Airport; Tel Aviv 70100 Israel Attn: Mr. Moshe Shenai and/or TSgt Douglass. Inspection and Acceptance at Destination. Required Delivery to be 250 units delivered within one week of contract award and the remaining 338 to be delivered no less than 3 weeks after date of award. NOTE: Items delivered under a contract resulting from this request for quote shall bear no markings on them or their packaging identifying the country of origin. They shall be painted yellow with USMC in black. Any assembly instructions shall be pictorial; should written instructions be required they must be in English. The following provisions apply to this solicitation, 52.212-1 Instructions to Offerors. Offerors are advised to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification-Commercial Items, and 252.225-7020 Trade Agreements Certificate with their quote. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the item offered to meet the required salient characteristics and price. Technical capability to meet the required salient characteristics is significantly more important than price. Following are additional FAR and DFAR Clauses applicable to this acquisition: 52.204-4 Printed or Copied Double-Sided on Recycled Paper, Clause 52.204-6 Data Universal Number (DUNs) Number, Clause 52.212-4 Contract Terms and Conditions-Commercial items. The following DFAR clauses cited in this clauses are applicable to this acquisition: 52.203-3 Gratuities (Apr 1984)(10 U.S.C. 2207), 252.225-7012 Preference for Certain Domestic Commodities, 252.225-7001 Buy American Act and Balance of Payments Program, 252.232-7003 Electronic Submission of Payment Requests, 252.243-7002 Requests for Equitable Adjustment, 252.247-7023 Transportation of Supplies by Sea and 252.247-7024 Notification of Transportation of Supplies by Sea. The following DFAR clauses are incorporated by reference 252.204-7004 Required Central Contractor Registration. The following DFAR provisions are incorporated by reference 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country 252-225-7000 Buy American Act – Balance of Payments Program Certificate. Quotes/Offers are due no later than 03 September 2004, 12 Noon Eastern Daylight Time. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. Commercial Simplified Procedures shall be used for this procurement.
