Description
This Amendment 2 to Combined Synopsis/Solicitation NFFKF0004-00009 responds to all questions received on the solicitation, it extends the date and time for the submission of proposals to September 13, 2004, at 3 p.m. EDT, and it clarifies the acceptable submission format and methods. Submissions should be no longer than 20 pages and must be sent both in electronic format and paper copy. Electronic versions must be sent to Maria.Uitterhoeve@noaa.gov by the due date and time. In addition, a signed, paper copy must received by the same due date and time at the address specified in the solicitation. Faxed submissions will be accepted and may be sent to fax # 301-713-0806. Following are responses to all questions received on the solicitation: 1. What are time and location of next planned observer training session? Training will take place preferably in Miami, FL, but other sites in Florida can be proposed. 2. Is a list of currently trained observers and coordinators available? The Government does not maintain a list. 3. How are observer working hours defined while at sea? For example, on a multi-day trip, is the observer considered to be working 24 hours a day while at sea, or is some other formula used? If so, what is that formula? Working hours are defined in accordance with Contractor policy. Applicable Federal laws and regulations such as the Fair Labor Standards Act, the Service Contract Act, the Walsh-Healy Act, etc. must be complied with, as well as applicable state laws. 4. Who is the present contractor for this program? The University of Florida, under a cooperative agreement. 5. What is the current observer pay rate? Are there different pay rates for land work, training and at-sea work? Pay rate is a detail of the cooperative agreement and does not exist as a separate list. Salary under the Service Contract Act is at least equal to an Environmental Technician. A wage rate determination for Alaska Observers exists, but none for the East Coast. A wage rate determination for the East Coast has been applied for and will be added upon Department of Labor action.
