- U.S. Customs and Border Protection (CBP) is initiating competitive procurement action for a five year, indefinite delivery indefinite quantity contract for Personal Radiation Detectors (PRD). This action was formerly designated as RFP HSBP1004R0088. Two types of detectors will be acquired, those that detect gamma rays and those that detect both gamma rays and neutrons. Annual order quantities will vary from a minimum of 300 to a maximum of 5,000 for each type. A contract may be awarded for one or both types. This procurement is being conducted in two steps. The first step will be product testing. Vendors who wish to participate in this procurement must submit two samples of their product or products for testing, two samples of each type proposed. The items will be tested for conformity with CBP?s specifications. A copy of the specifications is available by email only. Please submit requests to Dean.Titcomb @associates.dhs.gov or to the contracting officer, Sharon Osborne, at Sharon.Osborne@dhs.gov. The testing is free to vendors. Items offered for testing must be provided at no expense to the Government. The Government assumes no liability for damage to items during testing. Items will be returned, as is, in post-testing condition. Testing will be conducted at a Government laboratory. Testing will evaluate each unit?s technical performance, physical characteristics and ease of operation against CBP?s performance specifications. Generally, each PRD device (gamma detector units and gamma/neutron detector units) shall be approximately the size of a typical pager and alert the wearer to above background levels of ambient gamma rays only or (ii) ambient gamma rays and neutron radiation. The PRD must be maintenance free, of rugged construction (able to withstand concrete drop test), weather resistant, and battery operated. The PRD shall produce a visual (light), audible (tone), and (tactile) vibratory alarm when the radiation intensity, due to gamma rays and/or neutrons, exceeds a preset level. Offerors whose products pass this testing will be invited to participate in the contract negotiations conducted in step 2. If determined that two small businesses (domestic products manufactured by a small business) pass step 1 testing, step 2 of the procurement will then be issued, in whole or in part, as a small business set-aside. Detectors offered for testing must arrive at the Procurement Office address given above, addressed to the contacting officer. Each offeror must include a signed cover letter to the contracting officer offering its commercial item(s) for testing at no expense or liability to the Government. The offer must indicate its business size, include unit operating instructions, identify the model number, manufacturer, manufacturer?s address and business size, percentage of domestic content per item, and points of contact for technical and contracting matters. Step 1 submittals are due in the Procurement Office listed above not later than 2:00 PM, local time, September 24, 2004.
