Description
The Department of Homeland Security intends to negotiate/award a sole source, Cost-Plus-No-Fee Contract for the study of Water Treatment Utility Conversion from Gaseous Chlorine Disinfection to the Association of Metropolitan Sewerage Agencies, 1816 Jefferson Place, N.W., Washington, D.C. 20036. AMSA represents the interests of the country?s wastewater treatment agencies, true environmental practitioners that serve the majority of the sewered population in the United States and collectively treats and reclaims more than 18 billion gallons of wastewater each day. AMSA proposes to develop a decision tree document for distribution to water and wastewater treatment plants currently utilizing gaseous chlorine for disinfection. AMSA will also develop a report template for these plants to document their evaluation in a consistent form that the Department of Homeland Services may wish to utilize should federal funds be available to support public utilities in their desire to eliminate the use of gaseous chlorine at their facilities. The decision tree will facilitate the evaluation of the costs and the benefits of conversion to alternate forms of disinfection. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of 41 United States Code 253 (c)(1) and Federal Acquisition Regulation 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement is not set-aside for small business.
