- The Department of Homeland Security intends to award a sole source, cost-plus-no-fee type contract for the study of Enhancing the Robustness and Resilience of Future Electric Transmission and Distribution (T&D) in the United States, to The National Academy of Sciences (NAS), 500 Fifth Street, N.W. Ninth Floor, Washington, D.C. 20001. NAS is the only organization in the nation with access to the requisite range of disciplines needed to conduct this study. The NAS will establish a committee of approximately eighteen (18) individuals. The committee will consider approaches to reducing the vulnerability, enhancing the robustness and improving the resilience and ability to recover future electrical transmission and distribution (T&D) in the United States against terrorist attacks. The committee will submit three (3) reports that will address technical, policy and institutional factors that may affect the evolution of electrical T&D in the United States in the midterm (e.g., 3 to 10 years) and the long term (10 to 25 years). The committee will identify priority technology opportunities, R&D directions, policy and institutional actions and strategies that will lead to more secure electrical T&D in the face of an uncertain future. A final report will document its findings and recommendations. The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of 41 United States Code 253 (c)(1) and Federal Acquisition Regulation 6.302-1. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
