Description
The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center has a requirement to acquire services for the expansion of an interactive website database to meet the needs of the ichthyoplankton research community for NOAA, Southeast Fisheries Science Center (SEFSC). This work is pursuant to the Environmental Services Data and Information Management Program (ESDIM) grant National Marine Fisheries Service (NMFS-03-03): International Database for Early Life Stages of Northwestern Atlantic Fishes by Dr. Larry Massey and Dr. Bill Richards stationed at Norfolk State University. The work order is to be accomplished by the Office of Information Technology at Norfolk State University in support of the above ESDIM grant. In 1999 the SEFSC developed a website that archives basic research data and information on the early life stages of marine fishes from the western central North Atlantic Ocean. Information for the website is contributed by cooperating ichthyologists located at about twenty institutions in the United States, Mexico, England, Austrialia, and South Africa. The website in its present form is static while the cooperating research community is dynamic with new data and revisions to existing data occurring almost daily as scientists continue to apply their research. In 2002 a proposal was submitted by Dr. Larry Massey and Dr. Bill Richards and accepted by ESDIM in 2003 to overhaul the website to create an interactive website database to meet the needs of the ichtyoplankton research community. In 2003 work was conducted with partial funding from ESDIM that aimed at building a hardware and software infrastructure for the revision of existing Adobe Portable Document Format (PDF) file architecture into a web-compatible, searchable information database. The follow-on work for 2004 will build upon the 2003 work and will accomplish four milestones and deliverables as defined by the original ESDIM proposal. ESDIM proposal NMFS -03-03 was submitted to NOAA specifically stating that a historically minority-serving institution (HMSI) would complete the work. Norfolk State University is the seventh largest historically black college or university in the nation. The proposal also competed against other proposals submitted within NOAA and was selected on the basis of it merits and specifics. NOAA intends to solicit and negotiate with only one source, Norfolk State University, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
