Description
The U.S. Department of Energy (DOE), Office of Repository Development (ORD) has a requirement for Safety Conscious Work Environment (SCWE) Consulting Support Services. Award will be made in accordance with the test procedures in FAR Subpart 13.5, Test Program for Certain Commercial Items. Combined Synopsis/Solicitation Procedures In Accordance with FAR Subpart 12.603 Commercial Item Acquisition Solicitation No. DE-RP28-04RW12304 (i) This is a combined synopsis/solicitation for commercial items prepared IAW the format in Fed. Acquisition Reg. Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number is DE-RP28-04RW12304; a REQUEST FOR PROPOSAL (RFP). (iii) The solicitation document and incorporated provisions/clauses are those in effect through Fed. Acquisition Circular 2001-24. (iv) This solicitation is a small business set-aside. The North American Industry Classification System Code (NAICS) is 541618. The size standard for NAICS 541618 is $6.0M (v) See attached SF 1449, Blocks 19-24 for list of contract line items, quantities, and units of measure. (vi) N/A. (vii) N/A (viii) FAR provision 52.212-1, Instructions to Offerors???Comc???l Items, applies to this solicitation as described on SF-1449. (ix) FAR provision 52.212-2, Evaluation- Comc???l Items, applies to this solicitation as described on SF-1449. (x) Offeror is to complete and return provision at 52.212-3, Offeror Reps & Certs???Comc???l Items. (xi) Clause at 52.212-4, Contract Terms & Conditions???Comc???l Items is applicable. (xii) Clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes & Executive Orders???Comc???l Items is applicable as amended. (xiii) All proposals are required to be submitted through DOE???s Industry Interactive Procurement System (IIPS) in accordance with the following instruction and the IIPS User Guide which can be obtained by going to the IIPS Secured Services site at http://doe-iips.pr.doe.gov/ and downloading the file named IIPShelp.rtf. Applicants must register in IIPS in order to submit an application as directed. Questions regarding the operations of IIPS shall be directed to the number 1-800-683-0751. Registration on the IIPS is a pre-requisite to participate in this solicitation. Only registered users will have the capability to transmit their technical proposals in a responsive manner. Once prospective offerors are registered, only DOE evaluators will have access to proposal information. A signature on the IIPS is the typed name of the applicant. All proposals must have an IIPS transmission time stamp of no later than September 16, 2004, 4:00pm, Pacific Time. Prospective offerors are responsible for checking the IIPS website at regular intervals for updates since any additional changes or amendments will only be posted to this website. No other notification will be made. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s). (xiv - xv) N/A. (xvi) Proposals are due on September 16, 2004, at 4:00 p.m., PT, and must be submitted via IIPS. NOTE: Packages not completed in accordance with instructions at 52.212-1 could be deemed as non responsive. (xvii) The DOE will accept written questions for this solicitation. Please submit all questions pertaining to this solicitation via the DOE Industry Interactive Procurement Systems (IIPS) no later than Midnight Pacific Time, September 7, 2004. All questions with corresponding responses will be posted via IIPS no later than Midnight Pacific Time, September 9, 2004.
