Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis a Chromo4 Continuous Fluorescence Detector with MJ Research, MJ Research, Inc., 5350 Capital Court, #102, Reno, NV 89502. The supplies and services herein are being procured in accordance with FAR Part 12. The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The Dermatology Branch, CCR, NCI has broad responsibilities for studying fundamental and clinical aspects of neoplastic and inflammatory skin diseases, as well as normal skin function. We are proposing to purchase the MJ Research Continuous Fluorescence Detector as a cost-effective, 4-color real-time PCR system fully compatible with existing thermal cyclers currently available in the Dermatology Branch to be used for the quantitative analysis of gene expression. This is important to our research into the etiology of cutaneous malignancies, their prevention, and their treatment. The MJ Research system is required to support the needs of various branch laboratories for measuring the expression of pigmentary enzyme genes, for studying the expression of immune and inflammatory mediators, and for validating the results of microarray screens of gene expression. This is a patented instrument with the set of features meeting the requirements of the Dermatology Branch. MJ Research, Inc. is the only source known to the NCI that can provide a thermal cycler with the required specifications. The thermo cycler must be a 4-color real-time PRC system, fully compatible with existing thermal cyclers, shall accommodate 96 samples in micro plate or strip tube format, allow the option of programming a thermal gradient of up to 24 degrees C, across the 96-well sample block, yielding less than +/- 0.4 degrees C variation from the predicted temperature (12 columns of varying temperature. Instrument shall excite fluorescent dyes with absorption spectra in the 450-650 nm range, and must be optimized for dyes within emission spectra in the 515-730nm range. This equipment will facilitate the research of the Dermatology Branch by providing compatibility with current systems and by introducing a serviceable real-time PCR unit. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, September 9, 2004.
