Description
In accordance with Simplified Acquisition procedures The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to provide support to the University of Pittsburgh Medical Center, 3109 Cathedral of Learning, Pittsburgh, PA 15260 for a study on the levels of selected potentially carcinogenic drinking water disinfection byproducts in whole blood after showering. The OEEB is primarily involved with epidemiological studies of cancer. This is a continuation of an ongoing study and NCI is joining the effort which started with the Centers for Environmental Health (CEH), Centers for Disease Control (CDC), DHHS, located in Atlanta, Georgia. This procurement provides for the cost of the NCI share of this collaborative project to study the effects of genetic polymorphisms on blood levels of trihalomethanes among 90 subjects exposed during showering to these common contaminants of water disinfected with chlorine. Ten subjects will perform all aspects of the study twice, meaning that the complex study procedures will be conducted a total of 100 times. Under the initial contract, all study activities will be conducted 68 times. Under this procurement, all study activities will be conducted 32 times. For scientific consistency, comparability and data compatibility, all study operations supported must be conducted at the same facility, using the same personnel and techniques, as those conducted under the auspices of the CDC. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without the introduction of new variables into an ongoing experiment it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 17, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
