Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 561621 (Security Systems), Size Standard $10.5 Million. Solicitation/Purchase Request number F5MWR141980300 is being issued as a Request for Proposals (RFP). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24 effective 19 July 2004. The Government intends to award one contract line item number (CLIN 0001) for the purchase and installation of a Closed Circuit Camera System in accordance with the Statement of Work included below; Quantity 1 lot; Desired delivery date: 4 weeks ARO; FOB: Destination. Inspection and acceptance: Destination. The Statement of Work (SOW) for this acquisition follows below. A copy of the SOW and a floor plan of the building will be provided at the site visit. 1. SCOPE: Provide all labor, equipment, supplies, and personnel purchase, delivery, and installation of a closed circuit television system to the Child Development Center (CDC), Building 1994 on Hanscom Air Force Base, Bedford, MA 01731. The CDC requires a closed circuit television system (CCTV) to provide monitoring of 19 classrooms, 2 offices, and 2 hallways, for a total of 23 cameras. The image will be fed back to a central reception area. The image will not be recorded. The system will be a closed, wired, system that does not interface with the local computer networks. All equipment will meet the Buy American Act requirements as indicated in the provisions and clauses. 2. LOCATION: Child Development Center, Bldg 1994, 1 McGualey Way, Hanscom Air Force Base, MA 3. PRIMARY FEATURES: The system as described below will consist of cameras in 19 classrooms, 2 offices, and 2 hallways. The cameras will be monitored from a central reception area. 4. SUPERVISOR: The Contractor shall have a supervisor on site at all time during service. 5. WORKING HOURS: Work will not be permitted while children are in the facility. It will be necessary to work during evenings and weekends hours. Exact arrangements will be coordinated at least 48 hours prior to commencing work on the installation. Allow 72 hours between coordination of any change to those arrangements and the change taking effect. PERIOD OF PERFORMANCE: Installation will be completed 30 days after receipt of the Government's purchase order. 7. MEASUREMENTS: Contractor shall verify all measurement in the field. An 8-1/2" x 11" printed floor plan will be available at the site visit. 8. CLEAN UP: Contractor shall be responsible for daily work site cleanup, more often as necessary to maintain a clean and safe working environment. The area will need to be safe for children each weekday. 9. SAFETY: a. The Contractor is solely responsible for compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the resulting standards, OSHA Standard 29 CPR 1910, 1926, and the protection of their employees. It is the contractor's sole responsibility to make certain that all safety requirements are met. Additionally, the contractor is responsible for the safety and health of the sub-contractor employees. b. The contractor shall immediately report any accidents involving Air Force property/equipment damage, or contractor personnel injuries occurring on the job to the contracting officer. Additionally, the contractor is responsible for securing the scene and impounding evidence of damages until the Contracting Officer has been notified and the CO has determined the course of action. c. The Air Force's interest is to protect all personnel working in or around a contractor's operations, and of Air Force equipment/property on an Air Force Installation. In the event an unsafe condition is discovered with Air Force provided facilities or equipment, the contractor shall immediately notify the contracting officer who in turn shall notify the ESC Safety office for the proper actions to be taken. d. Air force Safety, Fire Protection, and Bio-environmental Engineering official may periodically enter a contractor's workplace to verify working conditions of Air Force personnel, provided the contracting officer authorized such action. If an improper procedure or unsafe condition exists, which placed AF personnel or equipment in jeopardy, the contracting officer shall be notified by the contractor and the situation corrected. e. Department of Labor, OSHA inspectors are authorized right of entry to inspect any place of employment operated by an Air Force Contractor. These inspections are, for the most part, "NO NOTICE" inspections. NOTE: The contractor is to notify the ESC Safety Office, (781) 377- 5135, if an OSHA inspector visits your site unescorted by an Air Force Safety technician. f. If an Air Force inspector observes a potential OSHA violation, he/she will report the violation to the contracting officer, who will then notify the contractor. 10. INSTALLED EQUIPMENT: a. EXISTING EQUIPMENT i. Currently there is a CCTV system consisting of 23 existing cameras, 8 monitors, associated control equipment, 6 mounting brackets, and cable, located in the CDC. The cameras, monitors, and accessories shall be removed at the contractor's expense. Any applicable state, local, or national regulations regarding the disposal of these items will be followed. ii. The 23 cameras will be removed and disposed of by the contractor at the contractor's expense. The 8 existing monitors will be retained by the Government but not used in this project. The 6 existing monitor wall mounts will be removed by the contractor and turned over to the Government which will be retained for future use. The existing cable from the current system will not be used as part of the new closed circuit camera system. b. NEW EQUIPMENT i. All of the equipment required for this system will be new. ii. Cameras: High-resolution color dome style ceiling mount cameras. Cameras will be provided for 19 rooms, 2 hallways, and 2 offices. Two cameras will be provided per office and two per classroom. The cameras will be situated to cover the entire room with no blind spots. They will provide at a minimum, color images sufficient to distinguish color and detail in the area covered. The camera will be ceiling mounted and domed. The camera will be capable of providing a constant image regardless of the daytime lighting involved, either daylight or existing electrical lights. iii. Monitoring Station: Two large monitors will be placed on the desk surface at the reception area. They will be color monitors capable of a clear image and distinguishing colors. They will be configured in to provide full screen monitoring of any selected camera in the system. Continuous images from each camera will be provided by wall-mounted flat screen monitors viewable from the reception desk. The picture will be the equivalent to a 21-inch color monitor divided into 4 images, 2 rooms per 21 inch monitor. iv. Other Equipment: Equipment for selecting cameras and directing images to the monitors will be determined by the vendors' proposed solution. c. INSTALLATION: i. All equipment and installation will be in accordance with EIA/TIA Standards, NEC Standards, and all applicable fire codes. ii. Installation will take place on a Department of Defense installation. The vendor will be responsible for ensuring that any employees entering the facility meet the requirements for gaining access to a Department of Defense facility and are legally entitled to work in the United States. 11. WARRANTY AND MAINTENANCE a. All information regarding manufacturer warranties will be delivered at the time of installation. b. The installed system should be capable of being maintained under a maintenance contract. The vendor should be capable of performing under such a contract. This does not guarantee award of a maintenance contract. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Items; In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made equally on the basis of price and technical capability. Offeror will be evaluated in accordance with FAR 13.106-2.
