Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is FA8901-04-R-0023 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The associated North American Industry Classification System (NAICS) for this procurement is 334519 and the business size is 500 employees. The Government intends to issue a contract for the Air Force Institute of Occupational Health, Brooks City-Base, TX. The contractor shall provide for the supply of a Mobil Radiation Detection System (MRDS). The MRDS will use advanced technologies for detection of gamma and neutron radiation, with limited background radiation interference, and seamless integration into existing and future command, control, and communication systems. The following is provided: Required Capabilities: - Gamma Radiation Detection: High sensitivity gamma radiation detector with background rejection/subtraction capability ? likely detector technology will be large volume scintillation-based (NaI or plastic); response from 0.01 mR/hr, <25% variation in linear energy response from 0.1 to 1.5 MeV, and < 1-second response to 90% of full-scale - Neutron Radiation Detection (should be add-on technology, ability to purchase gamma-only system with neutron detection add-on): high-sensitivity neutron radiation detector (likely He-3 or moderated-BF3 detector); response from 0.1 mrem/hr with energy response from thermal to 4 MeV - Communication output port (USB preferred, two-way preferred, programmable data transfer rate, MS Windows XP/2000 and Window CE compatible configuration software for data receiver) - Physically ruggedized (water and shock resistant, operating temperature ?10degC to 50degC, RF/EMI shielded, MILSPEC preferred) - Audible radiation intensity and alarm output through on-board speaker, plug-in headset (single ear piece, ergonomic design), and visual indicator (lights) - Provide geo-reference data for direct situational awareness Interface/Integration Requirements: Must be able to integrate with Palm, Windows CE, and Windows 2000/XP-based external data collection and processing systems. Data must be able to be transmitted to external data management systems either through external polling or continuous feed (rate programmable). Must be able to perform self-diagnostic to determine battery life and system performance. Must use COTS batteries and AC/DC external power. Must come complete with waterproof carrying case, field-operating guide, and check sources to verify performance. Delivery will be made to the Air Force Research Laboratory, Brooks City-Base, TX.
