- * * * THIS REQUIREMENT IS NOT CURRENTLY FUNDED. AWARD WILL BE MADE IF FUNDS BECOME AVAILABLE. PRICING MUST BE VALID THROUGH 30 SEPTEMBER 2004.* * * This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is F7382242160200 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 711510 with an size standard of $6,000,000.00. The basic contract period is 1 Oct 04 - 30 Sep 05 with four option years. The offeror shall provide in response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least two recent references with contact information; (3) Pricing for 114 units (52 Worship Service units, 52 Rehearsal units, and 10 Special Service units) for each year (basic contract period, option year 1, option year 2, option year 3, and option year 4). All responsible small business sources may submit a quotation, which shall be considered by the agency. STATEMENT OF WORK: (Environment) (a)The 437th Airlift Wing chaplain service mission is tailored around the 437th Airlift Wing?s C-17 mission. We provide for the religious and spiritual needs of the Air Force and their families. We support individual rights under the First Amendment to the US Constitution and provide an opportunity for everyone to freely exercise their religious beliefs. (b)Primary duties will be performed on Charleston AFB, SC 29404. (General) This contract contains 52 Worship Service units, 52 Rehearsal units and 10 Special Service units that are available when required to provide special music for community, holy days and funerals/memorial services. One unit is approximately equal to 60 minutes. (Duties and Responsibilities) The contractor, as music director and primary musician, shall: (a)Successfully undergo a background check completed by Charleston Air Force Base (CAFB) Office of Special Investigations (OSI). (b)Maintain a neat, clean and well-groomed professional appearance and conduct self in a business-like manner. (c)Coordinate, organize, prepare, and direct in reference to the Inspirational Gospel Service music program. Works primarily with the Inspirational Gospel Service chaplain. (d)Coordinate and select musical requirements with the Inspirational Gospel Worship Service chaplain. Meet with the Protestant Chaplain periodically to discuss/review the status of the music program. (e)Direct the musicians and choir members at rehearsals and performances. (f)Assist in selecting suitable music for all required worship services, special community programs, and other services performed as part of the Chapel program as needed. (g)Unlock the chapel prior to rehearsals and/or services, and securing the chapel afterwards. (h)Read and sign facility usage, security, key control, and safety letter. (i)Ensure that all music stands, microphones, microphone stands, and all other musical equipment are set-up prior to each rehearsal and/or service and put away after each rehearsal and/or service. (j)Ensure that the annex and sanctuary are left clean and orderly upon completion of rehearsals and/or services. (k)Activate the Chapel?s sound system and ensure that volume is at an appropriate level prior to rehearsals and/or services. (l)Deactivate the Chapel?s sound system upon completion of rehearsals and/or services. (m)Recruit musicians, choir members and musical leadership for Inspirational Gospel Service. (n)Arrange Inspirational Gospel Service choir schedule to allow rehearsals and services. (o)Complete and submit facility request forms to reserve sanctuary or choir room for rehearsals or services. (p)Observe all safety and security requirements at the designated facility. (q)Select and order music for special services working appropriate chapel staff. (r)Observe all appropriate copyright laws. (s)Submit fund request forms for music and supply needs to the Inspirational Gospel Service chaplain and account technician accordingly. Requests should be processed and approved no later than 30 days before need of materials. (t)Provide any ?contractor preferred? supplies and equipment, including transportation. (Time and Place of Rehearsals and Performances) (a)Arrive 30 minutes prior to designated performance/rehearsals. (b)In the event that practice takes place before the service, it must begin no later than one and a half (1.5) hours before service and end no later than thirty (30) minutes before the service or event. (Government Furnished Resources and Equipment) (a)The Chapel will provide an adequate sound system, microphones, microphone stands, music stands, sheet music, computer needs, drums, and other electronic equipment as deemed necessary. The chapel will provide funds for music and supply material. (b)Adequate workspace in Bldg 1005, Charleston AFB, SC 29404 will be provided. END OF STATEMENT OF WORK. The following clauses and provisions are incorporated and will remain in full force in any resultant award. FAR 52.212-1 -Instructions to Offerors-Commercial; FAR 52.212-2 -Evaluation-Commercial Items Evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price and (2) Past Performance. The Government will evaluate offers for award purposes for the total price for the requirement. Past performance is more important than price. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 2-3 references of your most recent projects. FAR 52.217-4 ?Evaluation of Options Exercised at Time of Contract Award; FAR 52.217-5 ?Evaluation of Options; 52.217-8 -Option to Extend Services. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 66 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. FAR 52.217-9 -Option to Extend the Term of the Contract. (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided, that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years 6 months.
