Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Turn-Key, Contractor Provided and Installed Videoconferencing (VTC)/Conference Room Presentation Control System. Brand Name or Equal. The system should be a Polycom VS4000 Controlled by a Crestron MP2E Control System. The System will include appropriate Control Wiring and Hardware to Control the Government Supplied Plasma Display, VHS/DVD Player and MS Windows OS Computer. The attached Statement of Work defines the requirements for Insta llation and System Programming of Contractor provided and Government Furnished Equipment for this Videoconferencing System for the Judge Advocate General's School, U.S. Army, Charlottesville VA. The list of Equipment to be supplied by the responsbile vend or includes the following: VTC SYSTEM: 1. Polycom ViewStation 4000 2. Polycom VU-BRI IMUX 3. Polycom NT (NT-4) ISDN Termination 4. Mounting Hardware and Wiring. Please include any freight or shipping charges in your proposal. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be ac cepted), on RFQ W91QF5-04-T-0014. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% Set Aside for Small Business. North American Industrial Classification Stan dard 541512, Size Standard, $21.0 Million, applies to this procurement. Associated Documentation 6.1 Room Sketch with dimensions STATEMENT OF WORK FOR PROVIDING A VIDEOCONFERENCING/CONFERENCE ROOM PRESENTATION CONTROL SYSTEM FOR THE JUDGE ADVOCATE GENERALS LEGAL CENTER and SCHOOL U.S. ARMY 1. SCOPE. The Judge Advocate Generals Legal Center and School, U.S. Army, has a requirement for a turn-key, contractor provided and installed Videoconferencing (VTC)/Conference Room Presentation Control System. For purposes of this Statement of Work (SO W) the term System includes contractor supplied equipment (see list on page 6). The system will also include appropriate control wiring and hardware to control the government supplied plasma display, VHS/DVD player, and MS Windows OS computer. This SO W defines the requirements for installation and system programming of contractor provided and Government furnished equipment. 2. APPLICABLE DOCUMENTS. 2.1.1 A list is included for equipment to be provided by the contractor. No substitutions to the list may be made without permission of the government. 3. REQUIREMENTS. 3.1 GENERAL REQUIREMENTS. 3.1.1 The contractor shall deliver, install and program all System equipment as specified. The contractor must be an authorized Polycom and Crestron equipment, service and programming provider. 3.1.2 All contractor supplied equipment and government provided equipment, excluding plasma display, touch panel display, Elmo document camera, and VTC camera with PTZ head, will be installed in rack mounts inside the isolation cabinet provided by the cont ractor. Rack mounting and wiring will comply with professional wiring and labeling standards. The 50 plasma display is already mounted. The Elmo document camera will be located on the conference table. The VTC camera with PTZ head will be wall mounted a bove the 50 plasma display on a contractor provided shelf/mount system. (Government will provide conduit termination point at this location for camera power, video and control cables.) 3.1.3 All equipment mounting hardware and wiring will be supplied in the contract. 3.1.4 VTC codec installed will be rack mounted in the isolated equipment cabinet and operate BRI thru TRI-BRI ISDN mode with rates from 64kbs up 384kbs, and be capable of operating at PRI mode up to 2Mbps. The installed codec shall be capable of operating at a bandwidth up to 2Mbps at ITU-TH.320 and H.321. The codec will be capable of connection to, and display of, the near-end site plus up to three far-end sites simultaneously. 3.1.5 All equipment that is part of the System will be capable of operation either independently or be controlled by the Crestron control system. 3.1.6 Crestron system will provide signal switching and full functionality control of all devices, including the VTC codec, during videoconferencing sessions and control of presentation equipment during non-VTC meetings in the room. All audio-visual displ ays will be monitored on the Government installed plasma screen. 3.1.7 Contractor will insure all applicable software and programming source codes (control system programming and touchscreen programming) are provided to and become the sole property of the government at completion of the installation. 3.1.8 The touch screen panel will be installed with capability to control equipment functions and monitor video sources, including selected far end VTC sites, from any location in the room through hard-/wired controls. 3.2 Installation Time Line 3.2.1 Contractor shall complete procurement, installation, programming and proof of performance of the System within 30 days of award of the contract. 3.3 Warranty 3.3.1 Unless specified otherwise in this contract, the manufacturers standard commercial warranties as stated below will apply to this contract. 3.3.2 Polycom, Inc. warrants its products to be free of defects in materials and workmanship for a period of twelve (12) months from date of purchase. If any such product should become defective within the warranty period, Polycom, Inc. will repair or replace the product, at its sole option, provided it is returned dir ectly to Polycom or an authorized distributor/resller during the warranty period in accordance with the provisions included in the Return Material Authorization (RMA) Policy and Procedure. Defective product being returned must have proof of purchase. Call 1.800.451.0995 for the nearest authorized service site. All replaced products become the property of Polycom, Inc. The above warranty does not appl y to damage to products resulting from accident, misuse, service, or modification by anyone other than Polycom, Inc. or its authorized service facilities. This warranty is limited to the original purchaser and is not transferable. All Videoconferencing ViewStation products are guaranteed for three (3) years. The warranty is a three-year, full coverage warranty offered at no additional cost to the customer. 3.3.3 CRESTRON ELECTRONICS, Inc. warrants its products to be free from manufacturing defects in materials and workmanship under normal use for a period of three (3) years from the date of purchase from CRESTRON, with the following exceptions: disk drives and any other moving or rotating mechanical parts, pan/tilt heads and power supplies are covered for a period of one (1) year; touchscreen display and overlay components are covered for 90 days; batteries and incandescent lamps are not covered. This warran ty extends to products purchased directly from CRESTRON or an authorized CRESTRON dealer. Purchasers should inquire of the dealer regarding the nature and extent of the dealer's warranty, if any. CRESTRON shall not be liable to honor the terms of this warr anty if the product has been used in any application other than that for which it was intended, or if it has been subjected to misuse, accidental damage, modification, or improper installation procedures. Furthermore, this warranty does not cover any produ ct that has had the serial number altered, defaced, or removed. This warranty shall be the sole and exclusive remedy to the original purchaser. In no event shall CRESTRON be liable for incidental or consequential damages of any kind (property or economic d amages inclusive) arising from the sale or use of this equipment. CRESTRON is not liable for any claim made by a third party or made by the purchaser for a third party. CRESTRON shall, at its option, repair or replace any product found defective, without c harge for parts or labor. Repaired or replaced equipment and parts supplied under this warranty shall be covered only by the unexpired portion of the warranty. Except as expressly set forth in this warranty, CRESTRON makes no other warranties, expressed or implied, nor authorizes any other party to offer any warranty, including any implied warranties of merchantability or fitness for a particular purpose. Any implied warranties that may be imposed by law are limited to the terms of this limited warranty. Th is warranty statement supercedes all previous warranties. 3.4 Government Responsibilities 3.4.1 Government will supply a suitable conference room area to facilitate installation of the System. (see illustration at 5.1 on pg. 7, ) 3.4.2 Government will provide an installed 50 inch plasma screen with dedicated side mounted speakers (Sony Model PFM-50CI/50CIE). Plasma screen will display System CODEC output signals as well as independent display outputs of other devices such as compu ter, VHS/DVD player, document camera and composite video and audio signals from studio control. 3.4.3 Government will provide the DVD Player/VHS Videocassette Recorder (Sony Model SLVD 300P). 3.4.4 Government will insure required TRI-BRI ISDN telephone lines are installed and activated prior to start of installation by the contractor. 3.4.5 Government will make access to the designated conference room available to the contractor as needed to facilitate installation of the System. 3.5 OTHER SERVICES 3.5.1 Training. The Contractor will provide customer training on operation of the System, peripheral equipment and use of available features. 4. QUALITY ASSURANCE PROVISION 4.1 RESPONSIBILITY. Unless otherwise specified in the contract, the Contractor is responsible for proving the performance of the System. The Government reserves the right to perform or observe any reasonable inspections deemed necessary to assure supplie s and services conform to the prescribed requirements. 4.2 RESPONSIBILITY FOR COMPLIANCE. The absence of any expressed inspection requirements in this SOW shall not relieve the Contractor of his responsibility of assuring that all services and supplies submitted to the Government for acceptance comply with al l requirements of the SOW. 5.
