- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and written solicitation will not be issued. The TRADOC Analysis Command- White Sands Missile Range (TRAC-WSMR) is a large analytic organization supporting the Armys major transformation efforts. TRAC-WSMR has developed ad-hoc m ethods to handle the data from simulation models which evaluate the performance of Army and Joint systems including but not limited to weapons systems, sensors, vehicles, and command-and-control systems. As the Army Transformation Roadmap is implemented, the mission of WSMR will increasingly include analyzing components of complex multi-component systems, including components and subsystems of the Future Combat System (FCS). The increasing complexity of the networked force and systems of systems approach is resulting in increasingly large output data files, exceeding 32GB. The challenges of analyzing these large amounts of data requires TRAC-WSMR to look towards industry for more efficient enterprise-wide solutions which combine database engine, large stor age capability and analytical software which enables analysis of data in micro or macro level details. This Online Analytical Processing (OLAP) capability will need to create and manage multidimensional data sets for analysis and viewing by the user who se eks an understanding of what the data is really saying. Any enterprise solution will need to incorporate advanced tools, e.g. data mining to help discover relationships, make choices and predictions, and improve user defined processes from the large data sets. We have a requirement for efficient enterprise-wide solutions, which combine database engine, large storage capability and analytical software, which enables analysis of data in micro or macro level details. This Online Analytical Processing (OLAP) capabi lity will need to create and manage multidimensional data sets for analysis and viewing by the user who seeks an understanding of what the data is really saying. Any enterprise solution will need to incorporate advanced tools, e.g., data mining to help di scover relationships, make choices and predictions, and improve user defined processes from the large data sets. We are looking for the most advanced OLAP available NTE $400,000 including installation and training. We may also ask for options in the even t an additional $200,000 becomes available. This requirement is being solicited using the multi-step procedures found at Federal Acquisition Regulation 15.212-2. This notice shall be considered Phase I of the selection and award process. If you think tha t you may have a OLAP system that can provide us with improved capability please submit the following information by Noon MDT 13 September 2004: Evidence that your system can handle and query up to 500GB; Evidence that your system is user friendly and abl e to support sophisticated queries; Evidence that your system has the ability to provide advanced techniques such as data mining; Evidence that your system can automatically create Measures of Effectiveness and dynamically create MoE and save the code for future runs. The Government will evaluate your submissions and select the systems that appear to be viable for our needs. The vendors whose systems are selected will be required go demonstrate their system during the week of 20 Sep 2004. You will be no tified NLT 3:00 pm MDT on 14 September 2004 if you have been selected to continue in the competition, date and time of your demonstration, the evaluation criteria for final selection and provided a form for your final prices. Your demonstration must inclu de the sample data sets available on our website at http://www.wsmr.army.mil/docpage/pages/sol_stat.htm. An explanation of the multiple step process is also found on our website. Final prices will be due NLT 2:00 pm MDT 24 September 2004. This requirement is being solicited using full and open procedures. The North American Industrial Classifications System Code is 541710 with a size standard of 500 em ployees. The following provisions/clauses are applicable to this synopsis/solicitation and any resulting award: FAR 212-1, FAR 212-2, FAR 52.212-3. The following clauses are applicable to the resultant contract: FAR 212-4, FAR 52.212-5 (52.203-6, 52.21 9-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-5, 52.225-13, 52.232-36, DFARS 225.401.70).
