- Sole Source. The United States Army Yuma Proving Ground (USAYPG) Yuma, Arizona, intends to negotiate a sole source contract with DH Instruments (DHI) Inc, 4765 East Beautiful Lane, Phoenix, AZ 85044-5318. The contract will be for upgrade, overhaul and and recalibration of a Desgranges et Huot Dead Weight Tester model 50316 currently in use at USAYPG. The Tester was manufactured by Desgranges et Huot of France and distributed by their United States distrib utor DHI and has proprietary software and drivers installed in it. The orignal equipment has been modified by DHI to meet USAYPGs specific calibration testing needs. Because of the proprietary software and the equipment modifications, only DHI can perf orm the needed upgrades and calibration. This contract will be for Contract Line Item Number (CLIN) 0001, quantity of one (1) each Upgrade, modification and overhaul of Desgranges et Huot Automatic Mass Handler Model 50316. Manufacturer: Desgranges et Huot, 56 rue des Ecoles, BP 125, 93300 Aubervilliers, France; CLIN 0002, quantity of one (1) each, System Controller and Software for model 50316. manufacturer: Desgranges et Huot; CLIN 0003, quantity of one (1) each, Piston Cylinder for model 50316, manufacturer Desgranges et Huot; CLIN 0004, quantity of three (3) each, Recalibration of Piston Cylinder DSG S Class, manufacturer: Desgranges et Huot; CLIN 0005, quantity of one (1) each, Recalibration of PRT, manufacturer: Desgranges et Huot; CLIN 0006, quantity of one (1) each, Recalibration of MS, DSG, 100KG, S Class, manufacturer: Desgranges et Huot. Award of this requirement will be in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. This notice of intent is not a request for competitive proposals. If you feel your firm possesses the ability to perform the requirement, you must submit technical literature showing your capability to meet the Governments requirement to Laura.StJohn@yum a.army.mil no later than 12:00 P.M. noon MST, 09 September 2004. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22, with the exception that the time period for receipt of proposals for consideration is 7 days instead of 45 days.
