- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested from GSA HOLDERS ONLY. No formal solicitation will be issued but a statement of Objective follows below. This is a ONE (1) YEAR, THREE (3) OPTION YEARS firm fixed price acquisition. The objective is to provide the National Guard Bure au (NGB) LOGISTICS INFORMATION SYSTEMS DESIGN AND ANALYSIS SUPPORT. STATEMENT OF OBJECTIVES (SOO) TO PROVIDE LOGISTICS INFORMATION SYSTEMS DESIGN AND ANALYSIS SUPPORT TO THE AIR NATIONAL GUARD (ANG) (May 8, 2004) 1.0 PURPOSE This purpose of this SOO is to provide the ANG with logistics plans-related business systems development, training and program analysis resources necessary to assist the Air National Guard Readiness Center (ANGRC) in planning and executing their logistics systems requirements. The objective is to design and develop logistics systems and computer generated products required to manage execution of long-range logistics programs and processes in support of ANG combat readiness. 2.0 SCOPE This SOO describes the objectives to design and develop software support systems (classified and unclassified) that will enable the ANG to execute the logistics plans policy necessary to operate ANG units at a high level of efficiency. Specifically the sc ope of this effort includes: a.) The contractor shall provide program planning, assessment, coordination and advisory services at a major command level for a wide variety of complex interrelated issues regarding organization readiness ranging from identification of required contingenc y response missions and support plans to effective management of limited ANG resources. b.) The contractor shall develop user interfaces that will enable ANG management personnel to efficiently use available software programs to produce logistics planning reports, plans, schedules, etc and transport data between new and existing databases. A ssist ANG personnel in performing detailed analysis of data to recommend policies and procedures that can be implemented to minimize the impact of forecast changes. c.) The contractor shall design, plans and conduct management surveys and/or research on issues of substantial scope, complexity and impact. Research information and develop new approaches to program evaluation which serve as precedents for others. Revie w audit and inspection reports to determine appropriate changes and corrective actions required. d.) The contractor shall develop appropriate metrics and standards that can readily be incorporated into both new and existing databases to accurately depict the current status of logistic capabilities to the unit level. Assist the ANG in analyzing the da ta to provide resource utilization effectiveness. e.) The contractor shall provide management support services in the areas of program cost analysis for logistics information systems. Recommend procedures for preparing, documenting, validating and presenting resource requirements to higher authorities. 3.0 PERIOD OF PERFORMANCE Period of performance for this task order shall be from date of contract award through September, 2005 with options to extend for two additional years. The option year periods of performance are as follows: Option Year I September, 2005 through September 2006 Option Year I September , 2006 through September 2007 4.0 PLACE OF PERFORMANCE Work performed under this SOO shall be on-site at the Air National Guard Readiness Center, Andrews AFB, MD with some travel. Travel shall 7 trips for typically 5 days each to the probable locations to provide technical expertise to Air Force/ANG level c onferences/meetings. Probable locations for the conferences shall be Dayton, OH, Los Angeles, CA, San A ntonio, TX and Oklahoma City, OK. 5.0 BACKGROUND The ANG has over 250 operational units across the United States responsible for maintaining more than 1,000 military aircraft, thousands of special and general-purpose vehicles and associated support equipment in a combat ready condition. The extent, to w hich ANG units are able to perform these critical functions, depends, in large part, on how effectively they are able to plan and predict the logistics requirements necessary to achieve these goals. In an era of shrinking budgets, and limited resources, i t is paramount that ANG units are provided with the data and data management tools required to track and analyze resource utilization on a daily basis, at the lowest operational level, and redirect requirements as necessary to increase effectiveness in res ponse to a dynamic operational environment. The ability to generate and analyze reliable logistics management data so that it can be used to shape logistical policy and procedures has the potential to generate significant savings in logistics and operatio nal support costs for ANG units. 6.0 OBJECTIVES 6.1 The overall objective of this task is to provide the ANGRC with on-site technical expertise to assist ANG managers in planning and executing the logistics systems (classified and unclassified) requirements necessary to operate ANG units at a high level of efficiency. The contractor shall act assist ANG to work and resolve organizational, functional and technical issues pertaining to logistics plans and management programs. 6.2 Develop specific portions of management and technical controls required to monitor and evaluate the implementation of ILS policies and procedures. 6.3 Ensure that technical requirements, e.g., specialized equipment, facilities, technical manuals, etc., and total life cycle management are fully considered in the planning process. 6.4 Compile necessary logistical data and presents briefing to high-level officials on the status of current and future logistics support programs. 6.5 Develop graphic user interfaces that will enable ANG management personnel to efficiently manipulate and display logistical information data in readily useable formats and rapidly transport data between various software programs. Assist ANG personnel i n using these data management systems to perform Problem Identification Studies to evaluate the potential impact on combat readiness, facilities, equipment and personnel caused by unplanned changes in forecast logistical levels. 6.6 Develop standards of performance that can readily be incorporated into new and existing data bases to accurately and graphically depict the current status of logistics systems and predict the effectiveness of resource reallocation within the ANG force structure. 6.7 Assist the ANG in developing analytical profiles of logistical data using appropriate metrics and statistical techniques. 6.8 Recommend and formulate logistics information management polices and procedures as they pertain to more effective operational and logistic support for ANG units. 6.9 Provide program planning, assessment and advisory services at the ANGRC for a variety of complex issues regarding organizational readiness, and identification of required contingency response missions and support plans. 6.10 Perform unit field studies and material readiness/mobilization evaluations and analyses of assigned systems and equipment. Prepare comprehensive logistics readiness evaluations measuring the effectiveness of material support being provided for the sy stem within the organization. Recommend policy changes and program enhancements. Resolve logistic problems reported by activities. Adjust logistics plans to meet unforeseen developments and new priorities. 7.0 CONSTRAINTS 7.1 Hours of Work: During the term of this task, the ANG shall provide a work area at assigned work sites. The contractor shall be subject to a ll military rules and regulations while working on a military installation. Normal work hours are 8:00am to 5:00pm, Monday through Friday. 7.2 Travel: Travel shall 7 trips for typically 5 days each to the probable locations to provide technical expertise to Air Force/ANG level conferences/meetings. Probable locations for the conferences shall be Dayton, OH, Los Angeles, CA, San Antonio, TX and Oklahoma City, OK. 7.3 Documentation: The government shall provide the Contractor access to all required Government furnished documents, specifications and other applicable data upon notification. 7.4 Regulations: The contractor shall comply with all Federal, state, local and Base regulations. In addition, the contractor shall comply with the ANG Investigation Protocol (dated June 1998), any applicable executive orders, and also adhere to the base health and safety requirements. 7.5 Unauthorized Disclosure: All data retrieved, and all reports concerning the data, shall be property of the United States Government. The contractor shall not publish or disclose such data or reports in any manner and understands that any and all data retrieved and reports concerning the data may only be released with the consent of HQ ANG. 7.6 Security Requirements: All civilian personnel shall be US citizens. The contractor shall provide a list of names and Social Security numbers, to base Security Forces for clearance. All contractor personnel shall be required to have a SECRET clearanc e. 8.0 KEY PERSONNEL The contractor shall provide the Air National Guard with the resume(s) of the qualified individual(s) being submitted for this task. The resume should clearly demonstrate the individuals background and experience to accomplish the objectives listed in Se ction 6.0 of this SOO. Provide documentation of similar contract support in the last 3 years, to include contract number, period of performance and contract technical point of contact. This individual should possess, at a minimum, the following expertise: a. USAF/ANG logistics experience. b. Logistics Plans experience c. Knowledge of major logistics issues, program goals, processes and administrative operations of the ANG organization. Air Force directives, publications and documentation that may be required in satisfying the terms of this contract will be provided by the government at the Air National Guard Readiness Center. 9.0 DELIVERABLES Deliverables for this project shall be as defined in the contractors QCP as well as monthly status reports, and a final technical report. Evaluation Factors are as follows: Technica l Approach. Request you prepare a Technical Approach that includes information that demonstrates your technical capability and proven past performance to successfully complete the requirement as outlined in SOO. (Max pages 10) Past Performance: submit th ree (3) references of similar work performed in the past three years. References should include contract numbers, performance periods, and point of contact with phone numbers. Past Performance elements to be reviewed include quality, delivery, cost contr ol, and customer service. Execution Plan: Illustrate or discuss the project execution, (Max pages 10).(to include) illustrating the technical approach to project execution, proposed team composition, team member qualifications, draft quality control pl an (QCP), performance metrics and measurement plan (PMMP ), subject matter knowledge and experience. (Fifteen-page maximum)(Resumes should not exceed one page in length. The draft quality control plan, the PMMP, and resumes will not count towards the total number of pages.) Price: submit a firm fixed price quo te for the effort outlined in the Statement of Objective.
