- 1. This is not an Announcement for Solicitation. This is a Notice of Intent to contract with CH2M Hill, an A-E firm in Sacramento, CA, on a Sole Source basis for a follow-on programming effort on the Distributed Common Ground Systems (DCGS) Operatio ns Facility at Beale AFB, CA for the following reasons. a. CH2M Hill was previously contracted to prepare a Facility Needs Assessment for the DCGS Facility at Beale AFB. This Needs Assessment was completed in April 2004. It was accomplished through extensive interviews with both End Users and Base personnel, field investigations of existing conditions, review of as-built documents, preliminary load calculations, and utility surveys. The document presents findings of the data gathering and analysis phase, evaluates alternative conceptual approaches developed t o address deficiencies and future requirements, provides the Air Force with preferred alternatives in terms of findings and recommendations for future programming. b. To award to a firm other than CH2M Hill for this follow-on effort would cause substantial loss of time, cost, and manpower to the Government due to unfamiliarity of the already approved Needs Assessment. In addition, a new firm would not have the benef it of knowledge gained by past User/Base interviews and would not be able to take advantage of already established relationships with the project stakeholders. Field investigations, utility surveys, and interviews with all User/Base personnel would have to be performed again. 2. Specialized experience and technical competence required: (1) past experience in producing Programming Documents for Air Force projects; (2) past experience in intelligence surveillance and reconnaissance operations facilities; (3) past experience with the design of Sensitive Compartmented Information Facilities (SCIF). The evaluation will consider education, certifications, training, registration, awards, overall and relevant experience, knowledge of Corps of Engineers military criteria, and familiari zation with all features of the proposed project, past performance with respect to quality of work and compliance with performance schedules, knowledge of SCIF criteria, and the experience of the firm on similar projects. 3. Submission Requirements: Firms may provide qualification information for consideration in allowing the Contracting Officer to determine alternate sources for this specialized work. The Contracting Officer has sole discretion in making a determination to solicit other sources based on the information provided as a result of this Notice of Intent. Submittals, in the form of an SF 330 must discuss the qualifications of your firm in relation to each of the qualifications listed above. Limit the submissio n of the SF330 to not more than 20 pages. A separate announcement and request for qualifications may be issued should this Notice of Intent result in responses that would reveal a more qualified source. 4.
