Description
The U.S. Army Program Executive Office for Simulation, Training Instrumentation (PEO STRI) intends to issue a solicitation for Battlefield Effect Simulators. The U.S. Army uses pyrotechnic type Battlefield Effects Simulators (BES) within the training environment to simulate the flash and bang of weapon projectile?s discharge and impact. There are two major components in a BES: the launcher device and the cartridges used in the launcher. The Army currently has two sets of BES requirements: one for Force-on-Force (FOF) training and the other for Live Fire Range Training, or Force-on-Target (FOT). This requirement will be for the acquisition of FOT BES. The successfol FOT BES contractor(s) will be responsible for providing equipment (launcher and/or cartridges) that shall replace existing devices without degrading current capabilities and provide an expansion capability for FOT BES throughout training. Also, the resulting contract(s) will facilitate the streamline acquisition of a family of BES to include, Improvised Explosive Devices (IEDs), Rocket Propelled Grenades (RPGs), and Urban Operations (UOs) applications as changing threats dictate. The BES competition will be conducted on a unrestricted full and open competitive basis with the utilization of best value trade off procedures. This solicitation will result in the award of an ID/IQC capable of procuring the entire family of BES products, thereby providing for a wide variety of Department of Army and other users. The BES ID/IQC would allow for placement of individual procurement actions for BES training devices and cartridges. The Government will reserve the right to make separate awards for the cartridge and the launcher, provided that the launcher and the cartridge are compatible. Contractors will be given flexibility to propose or not propose on individual (cartridge or launcher) aspects of contract requirements. The North American Industry Classifiation system (NAICS) Class Code is 333319. The small business size standard is 500 employees. The draft RFP N61339-04-R-0055 will be available electronically at http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm?client=stricom&men=OPA on or about 1 September 2004. The Government will not, under any circumstances, pay for any Bid & Proposals (B&P) costs for offerors who choose to prepare proposals in response to issuance of an RFP.
