- Description
- This procurement requires the vendor to provide domestic Charter Aircraft Services for the International Boundary and Water Commission (IBWC), United States Section. This includes services to border cities within the states of Arizona, New Mexico and Texas, as required by the Commissioner or his staff. The initial period of performance will begin from date of award or October 1, 2004, whichever is later, through September 30, 2005 with two one-year options. The Charter Aircraft should accommodate up to six passengers. Flights will originate from El Paso, Texas or immediate area(s). The offeror must have experience with Santa Teresa Airport, El Paso International Airport, applicable New Mexico airports, and local airports along the Texas and Arizona borders. The offeror should be airline transport pilot (ATP) qualified, have commercial instrument rating, and have a minimum of 500 hours pilot-in-command (PIC), with a minimum of 300 hours PIC for the plane being chartered. Trips required may be zero to as many as twenty trips per year. The offeror must have experience in securing any required waivers for flight restricted zones throughout Arizona, New Mexico and Texas. The offeror must be capable of responding within 24 hours to requests for charter air services during the normal working hours of Monday through Friday, 8:00 a.m. through 5:00 p.m., and must be available to response within 8 hours to requests for charter air services after 5:00 p.m. on weekdays, and for occasional weekends and holidays. The offeror may be required for standby or overnight trips. The offeror must be a U.S. citizen and a security background clearance may be conducted on the successful offeror. Any charter aircraft must be in compliance with all FAA inspections, regulations and safety requirements. Requests must include business name, point of contact, address, telephone number (include area code), and RFQ number. Tentative dates for issuing and closing RFQ IBM04Q0032 are September 14, 2004 and September 28, 2004, respectively. Offers are solicited from small business concerns. Offers received from businesses that are not small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 481211, size standard 1500 employees.
