- NASA/DFRC plans to issue a Purchase Order (PO) to Morgan Consulting, Inc of Simi Valley, California 93063-1201 to provide specific technical support and required services involving the safe operations and performance of the Pathfinder Plus Solar Powered Aircraft (PPSPA). Objective: Specifically, the contractor will be required to asses technical approaches and risk mitigation of the airframe?s aero-elastic data gathering and performance The contractor will also provide technical feedback to improve aircraft systems and will support the Pathfinder flight phase at NASA Dryden. This procurement is being conducted under the Simplifies Acquisition Procedures (SAP) NASA/DFRC intends to procure the Pathfinder Plus Solar Powered Aircraft services directly from Morgan Consulting, Inc. of Simi Valley, California. The authority for other than full and open competition is 10 U.S.C. 2304?(1) ?Only one responsible source and no other supplies or services will satisfy the agency requirements?. Justification is based upon the contractor?s unique knowledge and insight into the operations and performance of the one-of-a-kind Pathfinder Plus Aircraft, due to early involvement in program development/start-up phase in which Morgan Consulting, Inc. provided the engineering design, construction, fabrication, and developmental flight testing of the aircraft. Morgan capabilities and qualifications to provide technical expertise are determined to be in the Governments best interest to accomplish operations and performance of the Pathfinder Plus Solar Powered Aircraft. In addition to the ability to meet NASA?s tight schedule, Morgan Consulting, Inc. has the knowledge of the ERAST program, as well as theory and familiarity with the interaction of the vehicle and atmospheric turbulence. Awarding to any other source(s) would result in failure to meet the Agency?s deadline and requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
