- NASA/GSFC has a requirement under Quotation No. NNG0475019 on a sole source basis for twelve (12) SpaceWire-PCI with SMCS chips to be used for the Solar Dynamic Observatory(SDO)Project. NASA/GSFC intends to purchase the items from 4Links under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The SpaceWire boards will be used to provide functional testing of high speed data bus. The Spacewire links are full-duplex, point-to-point, serial data communication links capable of sending high-speed data between units. The boards will be used in a PC to simulate the Command & Data Handling(C&DH) equipment and are being provided to SDO instruments to support instrument development prior to their integration to the SDO spacecraft. The boards will also be used as an instrument data simulator for the C&DH equipment for verification and testing of their equipment prior to instrument delivery. Salient characteristics; needs to meet or exceed as follows: * Spacewire adaptation of IEEE 1355 communications standard * Three Spacewire compatible ports per board * Low Voltage Differential Signaling(LVDS) signal compatibility * Minimum of 200Mb/s capability through each port * 32-bit 33Mhz PCI Bus interface * Provided device drivers or APIs for Windows 2000 or Windows XP The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 17, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
