- The United States Department of Agriculture (USDA), Agricultural Research Service intends to award on a Sole Source basis the following requirements for Electronic Internet Access on behalf of all current employees, contractors, cooperators and volunteers performing the work on behalf of USDA. All users listed above will have access when they are acting within the scope of their relationship with USDA, as well as any public on-site users, who are duly authorized by the Government to access USDA?s secure intranet. This access is for ordinary business, scholarly and educational purposes of the Government, and source awards are intended to be awarded to the following companies listed below for the period beginning September of 2004 through September of 2005: Electronic access for serial and journals as follows: A.
