- Description
- The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke, Laboratory of Functional and Molecular Imaging (LFMI) plan to procure on a sole source basis with RAPID Biomedical GmbH, Kettelerstrasse 3-11, D-97222 Rimpar Germany for a 300.3 MHZ phased array coil for a 7T animal MRI and a 499.5 MHz phased array coil for a 11.7T MRI along with associated preamplifiers. In addition they are procuring an animal cradle with a integrated heating facility for the 7T animal MRI. LFMI is a laboratory dedicated to developing ultra-high field MRI techniques for assessing brain function in vivo. These phased-array coils will be used for high resolution imaging of the rodent brain. Geometric constraints require that the phase-array coils provide complete coverage of the rat brain (~ 3 x 3 x 3 cm3 volume). Because both the 7T/31 as well as the 11.7T/31 cm MRI scanners have 4-channel receivers, each phased-array set must be composed of 4 RF coils. These coils must be independent of each other, while still providing for complete coverage of the rat brain. The cradle is fully compatible with the phased-array coils and preamplifiers so that the device is properly secured and well positioned over the animals head. In addition, the animal cradle should be equipped with an integrated heating facility to keep animals at normal body temperature during MRI experiments. This order is being processed in the aggregate for an already developed commercially produced product. Offerors to develop this product or only supply some of the items will not be considered. RAPID Biomedical GmbH is the only source known to the NINDS end user that is capable of providing 4-channel phased-array coils that meets the above required specification. This item is commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 10, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect call will be accepted.
