Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2004-152-CM, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification (NAICS) Code is 339111 and the Employee Size is 500 for this requirement. This acquisition is being conducted under simplified acquisition procedures in accordance with the provisions of FAR Part 13. The National Heart, Lung, and Blood Institute (NHLBI), intends to purchase the brand name Amersham Biosciences Protein Chromatography System. The brand name determination is based upon based the compatibility with the columns and parts to be exchanged with the existing Protein Chromatography System ACTA FPLC FRAC 950, which is currently in use for protocols that have been developed on this system. The items to be purchased are as follows: 1) One (1) each, (S)AKTAFPLC-FRAC950 W/CONTROL UNIT, part number 13443101 with flow rates of 0.01 to 20 ml/min at pressures up to 5 Mpa. The system includes the following specifications: system pump model number P-920; Mixer for precision gradient formation model number M-925, Injection Valve model number INV-907, UV/pH/conductivity monitor with fixed wavelength detection model number UPC-900, Waste valve model FV903, Fraction Collector for Collecting up 120 samples in 16 mm tubes and 8 samples in 30 mm tubes model number FRAC950, UNICORN software package, UNICORN Control SFF 3.0 GHz system, EVO D530 SFF 3.0 GHz Intel Pentium 4, 800 MHz Front Side Bus Speed, 512 MB DDR SDRAM, 512 KB Integrated ECC L2, 80 GB Hard Disk Controller, 3.5" Internal Drive Bay, 48X/24X/48X CD-RW/DVD-EOM Drive, Integrated Intel Extreme Graphics 2, Microsoft Windows XP Professional, SP1a, Compaq 17" Monitor. 2) One (1) each, Superose 6 10/300 GL, part number 17517201. 3) One (1) each, Hiload 16/80 Superdex 200 PR, part number 17106901. 4) One (1) each, Hiprep 16/60 Sephacryl S-400HR, part number 90100133. 5) One (1) each, Mono Q 5/50 GL, part number 17516601. 6) One (1) each, Hitrap IEX Selecting Kit, part number 17600233. 7) One (1) each, Hitrap Blue 5X1ML, part number 17041201. 8) One (1) each, Hitrap HIC Selection Kit, part number 17134901. 9) One (1) each, Rack B 12 MM FRAC-950 Tubes, part number 18608312. 10) One (1) each, Superloop 10 ML, part number 18111381. 11) One (1) each, Superloop 50 ML, Complete, part number 18111382. 12) Installation and all the necessary AKTA/UNICORN training. The Government is anticipating a delivery date of thirty (30) calendar days after receipt of order. The delivery and acceptance Freight On Board (FOB) point is Bethesda, Maryland. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2 Evaluation - Commercial Items is applicable to this acquisition. The Evaluation procedure is based upon the technical specifications of the brand named product and delivery period. The award will be made to the lowest priced, technically acceptable quote meeting the Government?s requirements. The quote must include an itemized price list. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later is determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in the quotation: The unit price, the list price, shipping and handling charges, the delivery time period, after the award of the contract, the prompt payment discount terms, the F.O.B. point, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size of the company. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items - Deviation For Simplified Acquisitions, applies to this acquisition.
