Description
This is a Sources Sought Notice to determine the ability of contractors that can provide Organizational Development, Management Consulting, and Training Services to Federal employees and organizations located throughout the United States including the Pacific Islands, Puerto Rico and the Virgin Islands. Under the guidelines and policies of the Federal Occupational Health (FOH), the Contractor shall collaborate with FOH customers to develop solutions that address organizational and human performance problems, design and communicate programs to meet customer needs, and improve the management and support systems that form the foundation of effective organizations. The Contractor shall provide supportive tools, technical assistance, expert advice, coaching, and training to improve the overall performance of federal organizations. The FOH provides occupational health (OH) consultation, and stimulates the development of improved OH and safety programs throughout the Federal Government. FOH defines OH from the Federal Government perspective as: a comprehensive approach, with a public health perspective, to improving the health and safety of productivity, and decreasing the Government?s liability and health care costs through various clinical, environmental, educational, and risk-based prevention programs. FOH?s Organizational Development, Management Consulting and Training Services program is designed to improve the performance and satisfaction of Federal employees. FOH?s diverse services can range from targeted half-day training courses that focus on specific workplace issues, to long-term consultative services and support that facilitate the implementation of major organizational change. Currently, FOH provides occupational health services to more than 360 Federal Government departments and agencies, reaching more than 1.5 million Federal employees. FOH provides these services in cities and towns all across the country including some of the most remote corners of the United States. In addition, the organization?s EAP and Work/Life Services are available to Federal employees and their families stationed in more than 100 countries overseas. The support and services FOH provides enable agencies to promote health, wellness, and safe work environments for their employees as well as maintain compliance with OSHA and other Federally-mandated standards. Services to be Performed - A) Training and Development; Off-the-Shelf and Customized Training; the Contractor shall provide off-the-shelf and customized training to meet specific agency needs related to management, organizational and business improvement efforts. The Contractor shall assist agency leaders in planning, facilitating and scheduling training sessions. B) Facilitation Services; the Contractor shall provide facilitation and related support services to agencies that are seeking to establish collaborative work teams, work groups, and integrated products, processes, or self-directed teams. C) Management Consulting; the Contractor shall provide expert advice, assistance, guidance, or counseling in support of agencies? management, organizational, and business improvement efforts. This may include studies, analyses, and reports documenting proposed developmental, consultative, or implementation efforts. D)Survey Services to include 1) Organizational Assessments and Surveys - The Contractor shall assist Federal agencies and executives in improving management practices as well as individual and organizational performance. Survey and needs assessments are critical to training, customer service, operations or human resource development. The purpose is to identify problems or opportunities and to determine appropriate action. Needs are identified by defining or setting standards for optimal levels of proficiency for a service, task, or a job, and then measuring current levels of proficiency. And 2) Psychometric Instruments - Assessments may be accomplished by conducting individual or group interviews and are often supplemented by using a variety of psychometric instruments. The Contractor may also design customized instruments based on an organization?s specific needs and goals. THIS IS NOT A REQUEST FOR PROPOSAL (RFQ), INVITATION FOR BID (IFB), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMENT OF A SOLICITATION AND DOES NOT OBLIGATES THE GOVERNMENT TO AWARD THE CONTRACT. The North American Industrial Classification System (NAICS) code is 541611 with a size standard of $6m. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. It is the offeror responsibility to monitor this site for any solicitation and synopsis. Interested offerors/contractors having the required capabilities to meet the above requirement should submit a capability statement of 5 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business, average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantage, 8(a), HUBZone, woman-owned, Historically Black College or University and/or Minority Service Institute; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
