Description
The Philadelphia District intends to initiate an Invitation for Bid to obtain the necessary marine services to install and test a knuckle boom crane for the CENAN Drift Collector GELBERMAN, and procure necessary American Bureau of Shipping services t o review the installation and testing in accordance with the terms and conditions of Invitation for Bid (IFB) Number W912BU-04-B-0028. It is intended that the work shall be performed in the New York Harbor region. Dry-docking is not required for this wor k, and the work may be performed at the U.S. Army Corps of Engineers facility at Caven Point Marine Terminal, Jersey City, New Jersey. The Drift Collector GELBERMAN lifts and removes debris from the waters of New York Harbor and Newark Bay. The existing crane is an Effer Model 44000-3S. New hydraulic power system and new crane controls will be Government-Furnished material. The successful bidder shall provide all labor, materials and services to remove the existing crane, modify and reinforce the crane foundation structure, and install and test the new crane, including the hydraulic power system and controls. The successful bidder shall also obtain an OSHA Cargo Gear Certificate for the installation and an ABS Statement of Fact for the installation and crane foundation reinforcement. The performance period will be specified in the solicitation. The solicitation will be available on the Internet web pages on or about 14 September 2004. Hard copies will not be available. No written or fax request will be accepted. Contractors shall download this IFB (and drawings) and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the IFB. The official media of distribution of the IFB is via the web page. All amendments to the IFB will be posted to the web page at the above address. Hard copies will not be furnished. It is the contractors responsibility to monitor the web page for any amendments. Interested contractors must register o n the web page for any amendments. If any of the contractors information changes during the advertisement period, contractors are responsible to make changes to their user profile on the web page. Failure to make changes in their user profile may cause for delay in receiving notification of the IFB and amendments. Contractors are responsible for printing copies of the IFB and any amendments. No written or fax requests will be accepted. Warranty, bonding and liquidated damages are required. The bid gua rantee must be in the form of a bid bond both the bidder and surety must properly sign the bond and all required seals must be affixed. All contractors are required to be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislati on to submit an annual VETS-100 Report on your employment of targeted veterans.
