Description
NOTICE OF INTENT: The U. S. Coast Guard (USCG) intends to award on a sole source basis, a contract to Perseus Development Corporation, Braintree, MA for web based-enterprise solution survey software, installation, upgrades and maintenance. This is to allow USCG training providers to design and publish surveys, receive responses, manage data, analyze data and create reports all via the World Wide Web. SYNOPSIS AND SOLICITATION: This acquisition is being conducted under the Test Program for Certain Commercial Items in accordance with FAR Subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisitions Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is HSCG23-04-Q-HM8004, which is a Request for Quotation (RFQ). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-07. NAICS code is 541511. Small Business size standard is $21M. This is an unrestricted solicitation. This requirement consists of the following:. CLIN 1: SurveySolutions EFM, Server License Est. Qty (1); CLIN 2: SurveySolutions/EFM Designer Licenses, Est. Qty (11); CLIN 3: SurveySolutions/EFM Data User Licenses, Est. Qty (70); CLIN 4: Installation; CLIN 5: On Site Training; CLIN 6: Warranty to include maintenance and upgrades for 3 years (including unlimited tech support calls & emails. Required delivery shall be 30 days after contract award. Deliver to USCG TRACEN Yorktown, Attn: John Sawyer, Thayer Hall, End of route 238, Yorktown, VA 23690. Acceptance and FOB are at destination. No government furnished items will be provided for this contract. The contractor shall furnish everything necessary to perform the requirement. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (a)(b)(5)(11-15)(d)(e). The proposed contract action is for services/supplies for which the government intends to solicit and negotiate with only one source. Interested persons may identify their interest and provide a capability statement. All responses submitting the required information will be fully considered. As a result of analyzing responses to this notice of intent, the Contracting Officer may determine that the action may be completed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTICE TO OFFERORS SOLICITATION OMBUDSMAN PROGRAM. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the Contracting Officer. If the Contracting Officer is unable to satisfy the concerns, the offeror should then contact the Coast Guard Solicitation Ombudsman at the following address: Commandant (G-CPM-S/3), 2100 Second Street, SW, Washington, DC 20593-0001, FAX # (202) 267-4011.
