- REVISED 09/07/2004 Solicitation will be posted electronically when available on the NAFI Website. At that time you may retrieve solicitation when posted with the correct RFP Number. Please do not contact Mr. Jeff Cornell in regards to this Pre-solicitation. All pertinent information will be available when the actual RFP is issued on or before 10/01/2004. This solicitation is for the purchase of Professional Services pertaining to Revenue Requirement in support of the Utilities Rates and Studies Office. The service will pertain to the Utility Rates and Studies Office in the ratemaking process before various federal, state, or local authorities. Due to substantial changes in the utilities industries, the regulatory environment, and actions within the Department of Defense (DoD), many new issues such as deregulation, unbundling of cost of capital, asset securitization, rate freeze, post rate freeze rate design, privatization and other similar issues may also be involved and require support under the resultant contract. The contract will be a Firm Fixed Price, Requirements Type, with work ordered by the issuance of delivery orders. The term of the contract will be one (1) year, with four (4) one year options. This acquisition is 100% set aside for small business firms, accordingly only proposals from small business will be considered. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation and is determined to be the best value to the Government, technical, price and other factors considered. Evaluation of the following factors will form the basis for award: Technical, Past Performance Information (PPI), Price, Subcontracting. Solicitations will not be issued nor proposals accepted via E-Mail. It is anticipated that the solicitation will be issued on or about September 16, 2004.
