Description
The Fleet & Industrial Supply Center Norfolk, Detachment Washington intends to award a firm fixed price contract This requirement is for the FIRE DEPARTMENT Naval DISTRICT WASHINGTON in Washington, DC and will be issued following the procedures defined in FAR 13.5 The North American Industry Classification System (NAICS) is 811121, Automotive body, paint and interior repair and maintenance. Due to the urgent nature of this requirement, the contract shall be awarded with 15 days of this announcement. This solicitation number is N00600-04-Q-0685 is issued as a Request for Quote (RFQ). This is a total small business set aside. The Standard Industrial Classification Code is 3711. The small business size is 1,000. The following Clin's are required for the REFURBISHING of ONE (1) 1994 KME ENGINE/ E-42 THE FOLLOWING SPECIFICATIONS ARE PROPOSED AND SUBMITTED TO PERFORM REQUIRED RECONDITIONING, MODIFICATIONS, RUST-PROOFING, AND PAINTING WORK IN ORDER TO RESTORE ABOVE UNIT TO ORIGINAL CONDITION CHASSIS High pressure wash complete chassis, engine, transmission axle housing, etc. Inspect for broken welds, springs, gussets, leaks, etc., and report to Naval District Washington Fire Chief. Note: Any repairs or replacement parts would be on a time and material pricing basis and invoiced to the Fire Department with their approval. The shocks will be replaced with new, as per the existing specifications. The cab lift system will be inspected and repaired as needed. This shall include all hoses, check valves, and lift cylinders. A new Whelen headlight flasher will be supplied and installed to replace the existing. The Four way flashers will be repaired as needed. The A/C system will be recharged and checked for leaks. Any damaged hoses or faulty parts will be repaired or replaced at this time. The best tensioner on the A/C compressor will be inspected and repaired as needed. The siren/air horn floor switches at the driver?s and officer?s sides will be replaced with new Control floor mounted switches. The windshield washer hoses and bulkhead fittings through the cab will be replaced as needed. The windshield washer fluid tank will be relocated as per NDWFD specifications. The cab doors shall be disassembled and new window track runners and felt wipers will be supplied and installed where needed. At this time, the window regulators, door latches, and door latch linkage will be inspected, cleaned and greased. All broken and worn parts will be repaired or replaced as needed. The Nader bolts @ all four (4) cab doors will be inspected and repaired or replaced as needed. After all repairs and replacements have been made, the doors will be adjusted as needed. The battery box compartment shall b cleaned and repaired as needed. Dri-Dek material shall be installed between the batteries and the battery box floor to help eliminate corrosion. The heater fan motor will be removed and replaced with new. All four (4) fenderettes and gaskets will be replaced with new KME fenderettes. The air horns shall be replaced with new Grover 1510 (Stutter Tone) horns, as per the existing. The Federal Q siren will be removed and the right side gravel pan shall be repaired as needed. Upon reinstallation of the Federal Q, a stiffener plate will be fabricated and installed on both sides of the gravel pan to eliminate any future cracking in this area. New Federal lightbar lenses will be supplied and installed as per the existing. Two (2) new front windshields will be supplied and installed. Upon installation, buytle rubber sealer will be used to seal the edge of the glass and help eliminate future fogging. Supply and install a Kussmaul Auto Charge 4000 Dual battery charging system, as per the manufacture specifications. The charger will be wired to a Kussmaul Super Auto Eject receptacle. The unused antenna holes in the roof will be filled with weld, finished, and painted. The existing antenna shall be relocated as per NDWFD specifications. BODY The existing taillights will be removed and replaced with Whelen LED light heads. The light heads will be mounted in triple polished aluminum housing and mounted, one (1) at each side on the rear of the unit. The existing arrow stick will be removed and a new Whelen LED arrow stick will be supplied and installed. The rear rotators will be removed and replaced with Whelen 800 series self contained strobe beacons. Install the customer supplied new ladders using new ladder brackets, as per Naval District Washington Fire Dept. specifications. Supply and install four (4) new mud flaps. Supply and install a new 45 degree chrome tailpipe extension. Supply and install two (2) new Whelen # SA122FM front speaker assemblies as per Naval District Washington Fire Department specifications. Remove the GE siren and install the customer supplied Shoe-Me siren head. INTERIOR All seat cushions shall be reupholstered with (Black) commercial grade upholstery, as per the existing specifications. The interior of the cab shall be painted Black, as per the following pain specifications. FIRE PUMP The pump panel will be braced with additional brackets as needed at the handwheel operators for the R/S LDH and deck gun discharges. All of the pump ball valves will be disassembled and rebuilt or replaced as needed. All rebuilt valves will be overhauled with OEM valve kits, as per the manufacturer specifications. The 4? Pump to Tank valve will be rebuilt with an Akron valve kit, as per the manufacturer?s specifications. The 5? rear intake valve and linkage will be removed and a new Akron electric butterfly valve will be supplied and installed. After all of the above repairs have been completed, the fire pump will be vacuumed, serviced, and NFPA pump tested by a third party (Fire One Co. of Philadelphia, PA) to obtain a certificate. Note: Any additional repairs or replacement parts other then specified above, would be invoiced to Naval District Washington Fire Department at an additional cost with their approval. BOOSTER TANK The hosebed and booster tank will be removed to access the interior of the hosebody. The interior of the hosebody will be cleaned, prepared, and painted, as per the following paint specifications. All body mounts and internal structural members will be inspected at this time. The booster tank will be inspected for leaks and build up of sludge and scale inside the tank. Note: Any additional repairs or replacement parts would be approved by the Naval District Washington Fire Department, and would be based on a time and material pricing basis. The existing MC water gauge will be removed and a new Class One water level gauge system will be supplied and installed. ROLLER SHUTTER DOORS The existing R.O.M. doors will be removed from the unit and inspected for hidden damage. All worn and broken parts will be repaired or replaced as needed. The doors shall be prepared and painted job color as per the following pain specifications. New seals and wipers will be installed upon reassembly. STRIPING AND LETTERING Re-letter and re-stripe the apparatus to match the current Fire Department specifications. PAINTING & GALVANIC CORROSION REPAIR Remove all steps, running boards, ladder brackets, doors, glass, trim panels, bumpers, emergency and standard lighting, etc., in preparation for sanding and painting. Clean and polish all removed items. Any and all heavily rusted/corroded areas will be sand blasted and cut back to good metal and new metal panels of equal or greater strength will be welded in place, as per our specifications. This includes complete cab, doglegs, battery and toolbox areas, floor panels, and inner wheelhousing panels. Any and all cracked areas will be repaired as needed. ALL PAINTING SHALL BE PERFORMED, AS PER THE FOLLOWING PAINT SPECIFICATIONS: PAINT SPECIFICATIONS GENERAL: The final finishing of this apparatus shall be to the highest Fire apparatus standards. All compartment doors and removable components shall be removed prior to final finishing, for separate refinishing. They shall be painted with color and cleared with urethane paint. All flush mounted lights, drip moldings, accessories, and other equipment shall also be removed prior to final finish to ensure paint has been applied to surfaces under all equipment and components. DISASSEMBLY: All removable items to be removed for final finishing to ensure paint has been applied to surfaces under all equipment and components. This includes removal of all fenders, chrome lights, hardware, pump panels, gauges, bolt-on running boards, bolt-on treadplate, compartment doors, battery boxes, glass, bumpers, lighting, etc., on the body in preparation for paint. SURFACE PREPARATION AND PRIMING: Care will be taken during paint preparation to properly fill all metal imperfections. Welded seam areas are to be ground flush, and metal finished. All bare metal will be prepared Kwik Prep metal conditioner and primed with Akzo-Nobel Coatings Self Etching Primer # SE 58. Body shall then be primed with a minimum of three (3) coats of Akzo 2K urethane based primer surfacer. The primer surface coats shall be machine and hand sanded to ensure a smooth metal surface for painting. This primer/filler will be tinted with the job color to ensure uniform color coverage. All accessible seams on the exterior body area, wheel well areas, and pump enclosure, will be sealed with a non-hardening urethane type seam caulk before final finish and after priming. PAINTING: All areas that are going to be painted shall be painted wet-on-wet with Akzo 3.5 High Solids polyurethane color (three (3) coats). The Akzo color is then water-sanded by hand to a slick finish. After sanding, the entire apparatus is painted wet-on-wet with two (2) coats of Akzo High solids urethane clearcoat for a high gloss and hard finish. Machine polish with compound and 3M finess the outer panels to a high luster shine. REASSEMBLY: Upon reassembly, electrolysis tape and corrosion preventative compounds shall be used to help isolate the hardware and trim from the body. This extra step will also help dissipate moisture which eventually causes corrosion and rust. Install the compartment doors, bolt-on treadplate, lights, chrome, hardware, accessories wheels, etc. Install rubber grommets as needed at areas where wires and tubing pass through sheet metal panels. Silicone seal all wires and grommets in areas that are through the exterior panels. Install gas/oil resistant closed cell weather-stripping on all doors and access panels. New OEM cab door seals will be supplied and installed. Lubricate all hinges, door latches, valve handles, etc., on the cab and rear body. Install aluminum silicone caulking under and around all treadplate where it meets a painted surface, where accessible. DELIVERY PREPARATION: Unit will be thoroughly washed, and cab/canopy and compartments cleaned. Complete unit, including all chrome, polished with silicone. The completed unit will be road tested and all electrical equipment tested for operations. FOB Point For Delivery of Government-Furnished Property, inspection and acceptance will be at FOB Point. The Government intends to make a single award to the responsible offeror whose quote confirming to this FEDBIZOPPsynopsis/solicitation, will be the most advantageous to the Government, price and other factors considered. The following factors will be evaluated; price, past performance, technical review and completion time.
