Description
COMBINED/SYNOPSIS SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this Notice. This Notice constitutes the only solicitation; persons may identify their interest and capability to respond to the requirement. The closing date for the solicitation is September 9, 2004, 5.00P.M. EST. (ii) This Solicitation PFPA SSD 04 088 is a Request for Quote (RFQ) for three Shielded Enclosures, manufactured in accordance with the following: STATEMENT OF WORK 1.0 INTRODUCTION This Statement of Work (SOW) is to primarily acquire technical security support equipment. This equipment shall be used by the Pentagon Force Protection Agency (PFPA) to technically secure their temporary lodging work areas. 2.0 SCOPE The contractor shall provide deliverable equipment that is lightweight and portable, and provides TEMPEST Level III protection requirements to defeat electronic surveillance efforts. 3.0 DETAILED REQUIREMENT/DELIVERABLES The contractor shall be responsible for providing the following TEMPEST Level III protection requirement systems and support to the Government and the Director, PFPA Technical Security Program. 3.1 The contractor shall deliver one 9?x 12?x 7? lightweight RF shield TEMPEST level III protection requirement enclosure system to include lightweight transit travel cases. a. The complete enclosure shall weigh no more than 90 lbs. b. The material shall provide at least 60 db of radio frequency attenuation from 1 megahertz to 3 gigahertz. c. The enclosure shall come with (4) power line filters with a frequency band pass cut off at 200 Hertz and a signal panel that has as a minimum six (6) RS-530?s and six (6) RJ-45?s interface connectors. d. The enclosure shall come with RF vents, environmental control docking system, florescent lighting, ventilation fan and basic repair kit. 3.2 The contractor shall deliver one 6?x 9?x 7? lightweight RF shield enclosure TEMPEST level III protection requirement enclosure system to include lightweight transit travel cases. a. The enclosure shall come with (4) power line filters with a frequency band pass cut off at 200 Hertz and a signal panel that has as a minimum, six (6) RS-530?s and six (6) RJ-45?s interface connectors. b. The enclosure system and transit case shall weigh no -more than 55 lbs. c. The material shall provide at least 60 db of radio frequency attenuation from 1 megahertz to 3 gigahertz. d. The enclosure shall come with RF vents, environmental control docking system, florescent lighting, ventilation fan and basic repair kit. 3.3 The contractor shall deliver a lightweight table-top portable Radio Frequency shielded enclosure TEMPEST level III protection requirement that is sized at 4' x 2' x 2' and is mounted in a case with folding legs. a. Case and pop up enclosure shall weigh no more than 50 lbs. b. The enclosure shall come with (2) power line filters with a frequency band pass cut off at 200 Hertz and a signal panel that has as a minimum, two (2) DB-9?s and two (2) RJ-45?s interface connectors with an all wired straight through keyboard and mouse connectors. c. The enclosure shall provide at least 50 db of radio frequency attenuation from 1 megahertz to 3 gigahertz. d. The enclosure shall come with florescent lighting, observation window and basic repair kit. 4.0 WARRANTY The contractor shall provide a one-year warranty on all enclosures to include tents, and all standard parts like system frames, filters, and environmental control units. 5.0 UPGRADES The contractor shall keep the PFPA Technical Security Program Manager informed of any upgrade capabilities. (iii) This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24, effective June 18, 2004. (iv) The negotiation authority for this requirement is 10 USC 2304 ? (1). The Government intends to negotiate and award on a sole basis to BEMA Inc. The NAICS code assigned to this requirement is 332439 and the number of employees is 500. (v) Delivery: As soon as possible but not later than October 15, 2004. (vi) Ship to: Pentagon Force Protection Agency, Attn: Dave Maybery (703) 692-7878, 9000 Defense Pentagon, Room 2E139, Washington DC 20301-9000. Notification must be 48 hours in advance. (vii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (viii) FAR 52.212-2, Evaluation- Commercial Items. Award shall be based on the best value to the Government, considering price and other non-price factors (ability to meet solicitation requirements). (ix) Offerors are to include a completed copy of provision FAR 52.212.3, Offeror Representations and Certifications-Commercial Items. (x) The following provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. (xi) The following clause is applicable to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.232-33. (xii) The following clauses are applicable to this acquisition: FAR 52.252-2 Clauses Incorporated By Reference; http://farsite.hill.af.mil, and DFARS 252.204-7004 Alternate A (Nov 2003). (xiii) Firms not registered in the CCR may register by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. ONLY FIRMS REGISTERED IN THE CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiv) There are no additional contract requirement(s) or terms and conditions necessary for this acquisition that are consistent with customary commercial practices. (xv) There is no Defense Priorities and Allocations System (DPAS) number assigned to this acquisition.
