Description
This is a Request for Information (RFI) seeking potential sources to design, manufacture and install modification kits. The anticipated effort will include all programmatic and engineering tasks related to designing a horizontal stabilizer position sensor (HPS) plus de-mod of existing HPS for installation of new HPS in the aft section of the C/KC-135 aircraft. The new design will provide horizontal stabilizer position inputs to the auto pilot and flight data recorder in accordance with attached SOW LCR 04-052 (Version 2). Request complete and comprehensive information be provided to encompass all phases of this modification effort. Installation will be completed by depot level maintenance in the most efficient and economical manner (best value) on an estimated 490 Tankers and possibly 29 Special Purpose aircraft. Release of an official RFP is tentatively scheduled for Dec 04 with a competitive contract award date planned in Mar 05. All deliverable data from the contractor will become property of the US Government. An Aircraft Industry Day will be held Monday, 20 Sep 04. This will provide an opportunity to obtain additional insight into the HPS modification effort and to view a KC-135 aircraft. This is a request for information only and is not a solicitation. Statement of manufacturer?s capability to design, manufacture and install proposed SOW LCR 04-052 (Version 2) for HPS relocation. 2. Three methods of installing modification are being considered. Therefore, estimates should be provided for both (A) Programmed Depot Maintenance (PDM) installations (B) Contract Field Team (CFT) installations and (C) CFT in conjunction with Control Column Actuated Break (CCAB) A. PDM installations (approximately 90 installs per year for duration of 5 ? years at 3 depot locations in conus) B. CFT installations (approximately 175 aircraft per year for duration of approximately 3 years at 46 locations consisting of 42 conus and 4 overseas sites) C. CFT installations in conjunction with Control Column Actuated Break (CCAB) a 600 man-hour modification (3 field sites, 12 aircraft per month, for 4 years) NOTE: Please define all parameters of your Installation Plan to include cost, schedule with learning curves, estimated man-hours along with labor skills and skill levels required to perform installation. Request estimated manufacturer?s cost and schedule for following: 1. Modification kit hardware (Group A) and related engineering 2. Sensor (Group B) and related engineering 3. Initial spares and provisioning requirements 4. Testing and Evaluation (Est. Sep/Oct 05) 5. Prototype (Installation, Engineering Support and kit) (Est. Nov/Dec 05) 6. Kit proof (Installation, Engineering Support and kit) (Est. Feb 05) 7. Installation Plan per Option B (CFT effort) 8. Technical data update and Depot Time Compliance Technical Order 9. Identification and cost of Tooling and all Support Equipment 10. Contractor logistics support 11. Training requirements 12. Warranty 3. Request production lead time for prototype unit, kit proof unit, and production kits be provided based upon both A and B installations. 4. Request contractor?s minimum and maximum monthly production capacity based upon production requirements for both A and B installations. 5. Request projected Mean Time Between Failure (MTBF) defined as flight or any other relevant reliability data of proposed HPS. 6. Request Quality Control standards that will be adhered to throughout manufacturing and installation process.
