- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. FA7012-04-T-0126. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24. This is a small business set-aside. The North American Industry Classification System code is 238210 (formerly SIC code 1752) at a 500 employee size standard. QTY: 1/JB, UNIT PRICE: $_________, EXTENDED PRICE: $_________. INSPECTON AND ACCEPTANCE TERMS: Supplies/services will be inspected by Quality Assurance personnel and accepted at job site. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. DESCRIPTION/SOW: STATEMENT OF WORK FOR Traffic Light Heads and Controller Replacement For Intersections on Bolling AFB, Washington, D.C. 1. DESCRIPTION OF SERVICES. Contractor shall Provide all labor, equipment, and material and perform the necessary operations to incorporate the following items into the contract according to applicable clauses, specifications, drawings and survey data. The work description shall serve as general information only and shall not be construed to limit the Contractor?s responsibility or obligation to effect a complete installation that complies with all applicable codes and regulations. All services rendered shall conform to all state and local laws and in accordance with manufacturer?s recommendations. 1.1. Basic Services. The scope of this work involves the replacement of all the existing Traffic Signal Lights, Heads, Controller and Cabinet at intersections on Bolling Air Force Base, Washington, D.C. The existing wiring will be used. Perform necessary excavation. The new layout will be done per the requirements of the intersection. The existing cabinet shall be removed. 1.2. Controllers. 1.2.1. Controller at Chappie James Blvd and Tinker St. intersection. The 3000E (Peek- Traffic Systems) controller and the MMU conflict monitor will be used at this intersection. The controller will be based on a TS-1 traffic standard. The existing cabinet will be replaced with one sized to support the new hardware and made of aluminum. The cabinet will be equipped with a fan, filter, lights and pre-wired for a drop-in installation on the existing pad. The new controller will be programmed as per the sequences/phases of the existing controller. The controller will be equipped with fiber and copper communication ports and networkable to other controllers. 1.2.2. Controller at Brookley Ave. and McDill Blvd. intersection. The 3000E (Peek- Traffic Systems) controller and the MMU conflict monitor will be used at this intersection. The controller will be based on a TS-1 traffic standard. The existing cabinet will be replaced with one sized to support the new hardware and made of aluminum. The cabinet will be equipped with a fan, filter, lights and pre-wired for a drop-in installation on the existing pad. The new controller will be programmed as per the sequences/phases of the existing controller. The controller will be equipped with fiber and copper communication ports and networkable to other controllers. 1.2.3. Controller at Chappie James Blvd. and McDill Blvd. intersection. The existing controller (LMD-9211) and the conflict monitor will be used at this intersection. The existing cabinet will be replaced with one of the same size thickness and made of aluminum. The cabinet will be equipped with a fan, filter, lights and pre-wired for a drop-in installation. 1.3. Software. The contractor shall provide a workstation central software (CLMATS) to monitor and backup the intersection. The software shall provide a graphical display, and be able to monitor the status of each controller. The field data shall be backed up to a floppy or CD-rom and turned over the to government. 1.4. Lights 1.4.1. Lights at Chappie James Blvd and Tinker St. intersection. The light in each head shall be LED (light emitting diode) type. This shall cover (8) Reds, (8) Yellow, (8) Greens. The existing incandescent heads shall be replaced with 8? LEDs. This is a 1:1 replacement to match all the existing colors. 1.4.2. Lights at Brookley Ave. and McDill Blvd. intersection. The light in each head shall be LED (light emitting diode) type. This shall cover (13) Reds, (13) Yellow, (13) Greens, (3) Left-Turn-Green, (3) Left-Turn Yellow. The existing incandescent heads shall be replaced with 8? LEDs and 12? turns (Red & Yellow). This is a 1:1 replacement to match all the existing colors. 1.4.3. Lights at Chappie James Blvd. and McDill Blvd. intersection. The light in each head shall be LED (light emitting diode) type. This shall cover (8) Reds, (8) Yellow, (8) Greens, (2) Left-Turn-Green, (2) Left-Turn Yellow. The existing incandescent heads shall be replaced with 8? LEDs. This is a 1:1 replacement to match all the existing colors. 1.4.4. After all services have been completed, the contractor shall perform an operational test to ensure full operability of the traffic light system. 1.6. Daily Site Clean-Up. Daily site clean-up shall be accomplished by the contractor. The contractor shall not use any of the installation dumpsters for disposal. All materials removed shall be disposed of by the contractor at an off-base site, meeting all local, County, State, and Federal regulations. 1.7. Submitted Items. The following shall be submitted to all government representatives, i.e. Contracting Officer, Quality Assurance Personnel, immediately (within 7 calendar days) following final completion of all services rendered per the statement of work: -- Fully detailed CADD drawings of the control panel and field devices. -- Testing and Verification of all field devices. -- Testing and Verification of control panels. -- Complete O & M manuals (3 copies) -- Monitoring/Backup Software and all field data backup. 1.8. Parts and Materials. 1.8.1. Materials, tools, and supplies of the trade. The contractor shall supply at their expense, (no cost to government) all materials, test equipment and supplies of the craft, trade, profession, or regular line of business of work as it relates to statement of work, (i.e. lubricants, rags, cleaning items, solvents and tools). 1.8.2. WARRANTY. The contractor shall provide a written warranty agreeing to repair or replace items that fail in workmanship under this contract. The warranty period shall be one year after the date of completion. Materials warranty provided by the contractor shall be terms directly from the manufacturer. 2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. Water and electricity shall be furnished to the Contractor by the Government from existing system outlets and supplies at no cost to the Contractor. 3. GENERAL INFORMATION. 3.1. Security Requirements. The contractor and its employees shall conform to all base regulations and directives pertaining to security, safety, traffic, fire, and personnel clearances in so far as they pertain to contractor?s activities on Bolling Air Force Base. 3.2. Performance of Service During Crisis Declared by the National Command Authority or Overseas Combatant Commander. All services to be performed under this contract have been determined to be essential for performance during this crisis according to Department of Defense Instructions (DODI) 3020.37 and Air Force Implementation thereof. 3.3. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items and 52.212-3, Offerors Representation and Certifications-Commercial Items are hereby incorporated. Addendum to FAR Clause 52.212-1 applies to this acquisition is as follows: 52.237-1, 52.252-1, 52.252-5: (b) DFARS (Chapter 2), and 252.225-7000.
